For only $39.50, after 9 p.m. on weekdays, you got a full meal, from soup to nuts, wine and tip included.

So what, you say, ticking off all of Chicago's posh eateries where you could slide by with better deals. But if you were from Cincinnati, you probably were making reservations, putting aside -your lunch money or mentally recording the event to tell the grandchildren, i For sure, the blue-plate special at Cincinnati's premier French restaurant, a recipient of the Mobil Travel Guide's five stars for the last 23 years, became a news item for the local newspapers and television stations. New customers followed soon after. Comisar was startled at all of the attention, but he really shouldn't have been. The people of Cincinnati hold high certain images about the culinary delights of their hilly, turn-of-the-century city on the banks of the Ohio River.

La Maisonette is one, and chili is close behind. Others might blindly accuse the people of Cincinnati of gastronomical chauvinism. The residents of this thriving southern Ohio town say they simply prefer to take a deep pride in their possession of a world-class French restaurant, and a form of chili unfamiliar to most of the rest of us. The rest is chili history. But not everyone in Cincinnati is chili-dependent. Sara Pearce, restaurant critic of the Cincinnati Enquirer, the larger of the city's two newspapers, is one of them. "I don't eat it, and I can't believe anyone eats it," says Pearce, a native of Philadelphia, where they worship hoagies. One of her favorite restaurants, as well as that of most food critics within striking distance, is La Maisonette; Besides the praise it receives from respected sources such as the French worldwide dining guide called Traditions et Qualite, La Maisonette is a hometown U.S.A.

success story. Before there ever was an exclusive restaurant with French Impressionist paintings on its walls, and before there were waiters trained to treat their Midwestern customers with casual respect, there was Nat Comisar, a Russian Jewish immigrant who arrived in the U.S. in 1907. Soon after, he started in Cincinnati with a deli, followed by a string of restaurants. He took a risk on a French restaurant in 1949.

Only three months after his experiment opened, Comisar died of a heart attack, leaving the business to his wife, Vallie, and 19-year-old son, Lee. With the assistance of cooks from France and Belgium, and French maitre d's over the years, the restaurant found its niche among Cincinnati's well-to-do and out-of-town business people. Nat's grandson, Mike Comisar, 36, is vice president of the family run business, which operates three other area restaurants. Things have gone so well that he is sometimes shocked by the public's fixation with gourmet restaurants, especially one like his. "Twenty years ago, we Were just restauranteurs," he said as the cozy, peach dining room filled with well-dressed customers.
