AP Harold Hlmmel Velde, a former Illinois congressman who headed the House Un-American Activities Committee in the 1950s, is dead at age 75. Rep. Velde, a Republican from central Illinois, died Sunday in Boswell Hospital He was elected to Congress in 1948 and won a seat on the Un-American Activities Committee because of his FBI service as an expert' on sabotage and counterespionage in World War II. He was named chairman of the committee in 1953 at the height of congressional "red witch hunt" investigations into communist infiltration of the federal government and the military. He stepped into the chairmanship when Rep.

J. Parnell Thomas N.J. was sentenced to prison after, being convicted of accepting In 1931, he married Florence Lowden, the daughter of Frank O. Lowden, governor of Illinois during World War I and the granddaughter of George M. Pullman.

In 1925, Dr. Miller joined 'the. University of Chicago as an assistant professor of medicine, two years before the first medical students were enrolled in the new school. In 1926, Dr. Miller worked as a volunteer research assistant at the Institut fur Infektionskran-khelten Robert Koch, in Berlin; and in 1929 he spent three months as a volunteer assistant at the Peking Union Medical College.

Dr. Miller became associate professor at the University of Chicago in 1930, and was promoted to full professor in 1941. He became professor emeritus in 1960 and retired in 1964. Dr. Miller also treated patients with infectious diseases in the university hospitals and clinics.

In the 1940s and 1950s, Dr. Miller was a consultant to the Secretary of War, and later to the Army's Surgeon General. He was ber of the Army's Air Borne Infection, Meningococcal Meningitis, and Streptococcus commissions. In addition to his wife, Dr. Miller is survived by two sons, Phillip and Warren, and two daughters.

cause epidemic meningitis and gonorrhea. He also developed improved methods for growing those microorganisms in the laboratory. Dr. Miller was the first to successfully infect laboratory mice with meningococci as an experimental model for the study of the disease. In the 1940s, Dr.

Miller and his associates researched the effects of antibiotics such as penicillin; and streptomycin on bacteria. Their experiments showed that not only do bacteria become resistant to antibiotics, but that some bacteria can come to depend on antibiotics for their growth. Dr. Miller demonstrated that gonorrhea bacteria can become resistant to penicillin, and that meningococci can become dependent on streptomycin. He also proved, using laboratory mice, that administering the antibiotic streptomycin can kill bacteria that normally protect the body from other infections, such as salmonella.

"To me, Dr. Miller represented a studious and inquiring approach to the biology of infectious diseases," said Dr. Marc O. Beem, Professor of Pediatrics at the University pf Chicago. "As a person, he always had something of an aura about him he was a certified gentleman all the way around." By Kenan Heise Dr.

C. Phillip Miller 91, who made major medical contributions in the field of bacteriology and the immunology of infectious diseases, was one of the original members of the University of Chicago medical school faculty. In 1950, he led the research team that found streptomycin the most effective antibiotic in the treatment of usually fatal infections that follow heavy doses of radiation from X-rays or nuclear explosions. A memorial service for Dr. Miller, a resident of Hyde Park, will be held at 3 p.m.

Monday in Bond Chapel at the University of Chicago, 1025 E. 58th St. He died at home Wednesday. Dr. Miller in the 1920s worked as a research assistant in pathology and bacteriology and then played a key role in the research and development of the wonder drugs of the 1930s and 1940s.

In 1955, he was appointed a member of a special commission to review medical research programs of the United States Department of Health, Education and Welfare. According to a University of Chicago spokesman, Dr. Miller became one of the first scientists during the 1930s to study the biological properties of meningococci and gonococci, the bacteria that Harold Velde in 1953 kickbacks from members of his office staff. Rep. Velde was born April 1, 1910, on a farm in Tazewell County, 111.
