John G. Fary, 73, who served seven years in Congress and 21 years in the General Assembly, was known to many as Mr. Bingo because he waged a 16-year campaign to legalize the popular and financially important game in Illinois. Mr. Fary died Thursday in Rush-Presbyterian-St.

Luke's Medical Center of heart failure. Mr. Fary lived above a tavern that he had operated for years at 36th Street and Damen Avenue in the Back of the Yards neighborhood. His father was also a tavern owner. Mr.

Fary, who was also an insur-. ance and real estate broker, began his political career in the early 1950s running as an independent Democrat against the regular Democratic candidate for alderman and ward committeeman in the 12th Ward. At one point, Gov. William Stratton, a Republican, asked GOP members to back Mr. Fary's independent alder-manic candidacy.

MR. FARY WAS unsuccessful in his early efforts, but he ran strong races, and in 1954 the regular Democrats slated him as the candidate for state representative in the 9th District. In the legislature, Mr. Fary sponsored and cosponsored bills to assist tavern owners and -senior citizens and once sponsored a bill to raise the speed limit on Illinois highways to 80 miles an hour. But he was best known for his long campaign to legalize the playing of bingo for charitable purposes to benefit churches and veterans organizations and at the same time provide tax money for state aid to education and mental health.

His partner in this campaign was a IN MOST OF that time, the State constitution prohibited lotteries, a provision that was interpreted to also prohibit bingo although bingo was often played anyway. In 1969, the legislature passed a bill legalizing bingo, but the bill was vetoed by Gov. Richard Ogilvie. In 1971, after the new state Constitution, which did not ban lotteries, took effect, the legislature passed' Mr. Fary's bill again, and Ogilvie signed it.

A few years later, Mr. Fary briefly marketed a brand of whiskey, "Bingo Bourbon," in Illinois to commemorate the passage of the bingo law. In 1975. after U.S. Rep.

John Kluc-zynski of the 5th District died, Mr. Fary was picked by Mayor Richard J. Daley to succeed him. Daley lived in the district. Mr.

Fary won a special election against a Catholic priest, Rev. Francis X. Lawlor, and went to Washington. SIX YEARS later, the Democratic organization chose to slate Aid. Wil- Ham Lipinski for Mr.

Fary's congressional seat, and Mr. Fary was expected to step aside. However, he refused to retire quietly. "I'm a great friend of the Daley family, a great friend," he said. "If any of the Daley boys wanted to take this seat, I'd give it up in a minute.

But I don't know why I should retire for Bill Lipinski." Ironically, it was the late mayor's son Richard M. who was backing Lipinski. Although he did not have the backing of the organization, Mr. Fary ran a strong race and had the tacit support of Mayor Jane Byrne, but he lost the Democratic primary John Fary now the congressman district. It's designed for fast results. SAVANNAH, Ga. UPIJ-Kuo Cheng Wu, 80, a Chinese scholar and politician who served in Chiang Kai-shek's Nationalist government, died Wednesday. Kuo Cheng Wu, a native of mainland China, was governor of Taiwan after World War II. He became one of the most ardent critics of the Chinese Communist Party.

He wrote three books, including "The Chinese Heritage," published in 1982, and was the subject of a Time magazine cover story in 1950. Kuo Cheng Wu came to the Uni-. ted States at age 17 to study at Grinnell College in Iowa. He later received a doctorate in political sci ence and history from Princeton University. After returning to China in 1926, he became a tax collector in Hankow and within the year had balanced the city's budget.

As a result, he was appointed mayor by Chiang Kai-shek. When Hankow fell to the Japanese in 1938, Kuo Cheng Wu became mayor of Chungking. After China came under Communist Party rule in 1949, he was assigned to the Nationalist stronghold of Taiwan.
