Also in 1859, the first horse railway in Chicago began on State Street between Lake Street and 12th Street, now Roosevelt Road. The last horse railway closed in October, 1906. The plates for 954 registered cars carried their owners' initials. In 1917, China entered World War I against Germany. In 1918, singer Ella Fitzgerald was born in Newport News, Va. In 1920, Poland launched an offensive against the Russians in the Ukraine. In 1945, delegates of 45 nations met in San Francisco to organize the United Nations.

In 1959, the St. Lawrence Seaway opened to shipping. In 1971, a Soviet spaceship landed safely after docking with a laboratory that was i in orbit around the Earth. In 1973, the U.S. set up talks with North Vietnam in Paris aimed at "strict implementation" of the ceasefire in South Vietnam.

In 1978, South Africa said it had accepted a Western plan aimed at preparing SouthWest Africa, also called Namibia, for independence under black majority rule. 1980, President Jimmy Carter announced that a military attempt to free the American hostages in Iran had been aborted and that eight U.S. soldiers had died in a helicopter accident in the Iranian desert. In 1981, Secretary of State Alexander Haig said the United States would stop all trade with the Soviet Union if it invaded strife-torn Poland, a threat softened considerably two days later by the White House. In 1982, Israel turned over the last one-third of the occu- pied Sinai Peninsula to Egypt under the terms of the Camp David peace agreement, nearly 16 years after seizing the land from Egypt in the Six-Day War.

Also in 1982, Argentine occupation forces surrendered to the British on South Georgia Island, a Falkland Islands dependency, and 180 Argentine troops were taken prisoner. For info. Weinstein Brothers, 761-2400. Sarah Hughes, judge who gave oath to LB.J DALLAS T. Hughes, the federal judge who administered the oath of office to Lyndon B. Johnson aboard Air Force One after President Kennedy's assassination, has died at 88.

Mrs. Hughes, who had been appointed to the bench by Kennedy, died Tuesday in Presbyterian Hospital in Dallas, said her aide, Lois Swan Jones. Mrs. Hughes had been hospitalized since February. She had suffered a massive stroke three years ago, Jones said.

Mrs. Hughes had not been active as a judge since 1982, Jones said. Mrs. Hughes gained national attention when she swore in Johnson as president aboard Air Force One on Nov. 22, 1963, after Kennedy was pronounced dead from a sniper's bullet.

"I'm sure she'd like to be remembered for swearing in Lyndon Johnson, but she'd also like to be remembered for some of her good judicial decisions," Jones said. Mrs. Hughes began her political career with a successful bid for the Texas House in 1930, and she was re-elected twice. In 1935 she became the first woman appointed a state district judge in Texas and was re-elected seven times before Kennedy named her to the federal bench in 1961. "It was the greatest sadness 1 to learn of Judge Hughes' death.

I have known and admired her since my university days in the '30s when she was a young Texas legislator," said Lady Bird Johnson, former First Lady. When Kennedy was assassinated, Johnson called for Mrs. Hughes to give him the oath of office. The hastily assembled ceremony took place at Dallas Love Field aboard Air Force One as Jacqueline Kennedy, in a bloodsplattered suit, stood by Johnson. Born in Baltimore, Mrs.

Hughes met her husband, George, of William G. Newbould, 90, Chicago's decorator By Edward Baumann Mass for William George Newbould 90, the man who literally decorated Chicago for more than three generations of ceremonies, celebrations and civic 'events, will be said at 10 a.m. Friday in St. Jude the Apostle Church, 900 E. 154th South Holland.

Mr. Newbould, founder and 'retired president of the WGN Flag Decorating 7984 S. South Chicago died Sunday in his winter home in North Miami Beach. A former pencil salesman, he started the flag company, which derives its name from his initials, in 1919, and he operated it with his wife, Margaret, until her death in 1982. They lived for many years above the factory workshop before moving to a home in 1 Dolton.

The firm, which makes American flags, Cubs, Sox, Bears and Notre Dame pennants, street pole banners, Christmas decorations and flags for more than 100 foreign countries, is the oldest flag company in Chicago. Mr. Newbould also produced. float decorations ranging from local high school homecoming floats to the spectacular vehicles in the New Orleans Mardi Gras. Burial delayed until all can salute Brazil leader From Chicago Tribune wires SAO JOAO DEL REY, BrazilMass was said Wednesday for President- elect Tancredo Neves, but burial was delayed for hours as mourners lined up for a final look at the man who promised Brazil a new era but died before he could take office. "Brazil weeps for the man, the political leader and the good Christian who died wishing his people freedom and justice," Bishop Antonio Mesquita told mourners attending the solemn funeral mass at the 18th Century St.

Francis Church. Burial, originally scheduled for dusk, was delayed until 11 p.m. so local residents could file past Mr. Neves' coffin in the gold-leafed baroque church after the mass. "He will not be buried until you have all had a chance to say farewell," his widow, Risoleta, told the crowd.

"Keep his memory in your heart. I will love you forever just as Tancredo loved you." Parish priest Almir Aquino said, "Let God hear the prayers of 130 million Brazilians and transform them into the desires of Tancredo Neves for his beloved Brazil." Ministers said the Cabinet was likely to resign collectively a few days after the funeral, but analysts said President Jose Sarney, who succeeded Mr. Neves, was likely to put off any changes for three months or so. Authorities asked Brazilians to stay away from Sao Joao del Rey, Mr. Neves' hometown, 150 miles north Janeiro, saying the old colonial city of 50,000 could not handle the traffic.

Bells tolled from dawn in old city, marking the third day of mourning for the 75-year-old president-elect. Mr. Neves died Sunday of a bacterial infection after seven operations. The operations kept Mr. Neves from taking office as planned March 15.

Sarney took on his duties during the hospitalization. Sarah Hughes Palestine, Texas, while they were at George Washington University law school. She had worked her way through law school by working as a police officer in Washington. They were married and moved to Texas in 1922 after her graduation. Her husband, a lawyer for the Veterans Administration, died in 1964.

Morrone came to Chicago from Calabria, Italy, at 13. He spent the next four years in the city's tailoring houses, learning about pockets and buttons, progressing to vests and pants and finally to coats. He opened his own shop at 17, and for the last 50 years he operated a shop with his son, Alex, at 1. N. LaSalle St.
