He said HBO is commuting itself to original production in order to compensate for the "cyclical dips" that regularly occur in the number of features produced in Hollywood. "I believe the next 18 months may be the most exciting and innovative in HBO history," he told the audience.

This dramatic shift away from movies by pay TV is appearing as some consumers are beginning to subscribe to two, three or more pay networks at a time. This so-called "multi-pay" marketplace is forcing the competing networks (such as HBO, Showtime and Spotlight) to differentiate their program schedules in ways they didn't have to when most consumers had only one pay -TV network. Despite this new marketplace, Fuchs said he didn't believe that HBO would lose its dominant position in the pay -TV business. "I don't know what 'market share' means these days, but 1 don't see anyone in this environment really increasing their position," he said of his competitors. However, Arnold Huberman, another panelist and senior vice president for programming of the new Entertainment Channel, hopes to prove Fuchs wrong.

His well-heeled network a joint venture between Rockefeller Center Inc. and RCA Corp. is scheduled to debut next month with a program lineup designed to carry no films or series available on any other network. About 40 of the Entertainment Channel schedule will be made up of British Broadcasting Corp. productions.

From American producers, Huberman's network hopes to purchase Broadway shows and classic films, such as the Basil Rathbone "Sherlock Holmes" series. Huberman said his network will eventually buy new programs from American producers, but not right away. "The BBC is an integral part of the schedule and will remain so," he said. A different approach is being taken by Showtime, the No. 2 pay network, which is looking toward Hollywood for its original shows, but is using TV's creative people rather than the movie industry's.

Greg Nathanson, Showtime's senior vice president for programming, said his network is already working on a series from producer David Jacobs, maker of CBS' "Knots Landing." Nathanson said that, in general, pay-" TV series are likely to go well beyond accepted content standards for commercial network programs. He predicted that some of Showtime's dramatic series will look like R-rated movies, including levels of violence and sexual content that most Americans are unaccustomed to seeing on their home screens.
