First, it's "Carol Burnett and Friends" at 6:30 p.m. on WGN-Ch.

9. Next, from 7 p.m. until 9 on CBS-Ch. 2, she's a standout in the cast of Robert Altman's hardly-heard-from movie. "Health" is the name of both the movie and the organization convening at a rococo Florida hotel.

Lauren Bacall, playing an 83-year-old virgin, wants to be the new president of Health. Glenda Jackson is her strongest rival. Burnett plays an adviser to the United States president. James Gamer is a press agent, and Dick Cavett is himself. Burnett is also on view at 7 p.m.

on ABC-Ch. 7, in "Hollywood: The Gift of Laughter: Part II," the second of three "specials" culled from a three-hour program broadcast last year. She and Jack Lemmon, Walter Matthau and Burt Reynolds introduce film clips culled from the movies and grouped in the "comic" category. You'll see bits and pieces of everyone from Woody Allen to Mack Sennett's Keystone Kops. "ON THE ROAD with Charles Kuralt," at 9 p.m.

on CBS-Ch. 2, and "Our Times with Bill Movers," at 9:30 p.m., follow "Health." Kuralt talks with some old-fashioned cowboys and a former midwife who, at 84, is delivering meals to people who can't cook for themselves. Kuralt also has a segment viewer augmentedon fanciful mailboxes. Moyers interviews Ferdinand Marcos, president of the Philippines, and Mrs. Marcos as he examines United States' support for the Philippine government.

Series picks "THE A TEAM," at 7 p.m. on NBC-Ch. 5, tangles with a motorcyle gang, and Hannibal and Face land in jail. Come on, Howling Mad Murdock! Stephanie ZimbalisU-Laura Holt on "Remington Steele," at 8 p.m. on NBC- gail, for the second time.

What is Jack doing with that scantily clad cutie on "Three's Company," at 8 p.m. on ABC-Ch. Nothing. A loan shark, who conducts his business over ice cream sodas, is nipping at Violet's heels on "9 to 5," at 8:30 p.m. on ABC-Ch.

7. i At "St. Elsewhere," at 9 p.m. on NBC-Ch. i 5, the phantom physician "Dr.

Bullfinch" gives; the staff a turn, not to mention the patients to whom he is giving the wrong medicine. Meanwhile, Dr. Samuels' heart flips-flops over the new woman doctor Dorothy Fielding. Even a college reunion is an occasion for murder on "Hart to Hart," at 9 p.m. on ABC-Ch.

Jennifer and Jonathan take danger with them everywhere they go. TV talk "DONAHUE," at 9 a.m. on CBS-Ch. 2, looks at drug abuse in corporate America. The fall fashion Dreview on "A.M.

Chicago," at 9 a.m. on ABC-Ch. 7, has Peter Bergman of "All My Children" as guest host. Dr. Joyce Brothers joins "Merv Griffin" at noon on WFLD-Ch.

32. "Best of Carson" on "The Tonight Show," at 10:30 p.m. on NBC-Ch. 5, brings back Madeline Kann, Burt Reynolds and comedian Pete Barbutti. Guests on "Late Night with David Letterman," at 11:30 p.m.

on NBC-Ch. 5, include comedian Arsenio Hall. PBS picks "NOVA," at 7 p.m. on WTTW-Ch. 11, profiles scientist Thomas Edison.

"Lifeline," at 8 p.m. on WTTW-Ch. 11, a true-life "doctors' show," is about Dr. Henry Cleveland, a trauma surgeon at St. Anthony Hospital in Denver.

He needs a replacement for Flynn on the 6 p.m. news and a host for "A.M. Chicago" to replace Robb Weller, who left last month for New York.

He needs help for his ailing 10 p.m. news and, perhaps, a successor to John Callaway, whose last day as the station's critic-at-large is Wednesday. Guest hosts will handle "A.M. Chicago" Charles Nelson Reilly will be on all next week. But with the news, Swanson, who has been here two weeks, plans to move slowly.

"He is very interested in having a Chicago look, with recognizable Chicago faces, says one Channel 7 staffer. That's for on-air talent. But in the newsroom, there are so many new faces that staffers may have to start wearing "hello, my name is" badges. The latest is Bruce MacCallum, brought in from Denver to run the 6 p.m. news, replacing executive director Dick Goldberg, who is now looking for work in Washington.

Meanwhile, Swanson has asked news director Bill Applegate to "cool" his aggressive management style. So Applegate will lead Channel 7's news troops to Nordic Hills Country Club in Itasca Aug. 27 for a day of golf, tennis, swimming, bowling, billiards ana a dinner dance. Dolan starts work Aug. 29 as "managing editor of Eyewitness News," a new position designed to oversee all the station's news output. On wings of love FLYING IN next month from the University of Southern California, where his course "Love 1-A" is a student favorite, will be Leo Buscaglia, author, lecturer and hugger. On Sept. 9, he hopes to fill the Circle Campus pavilion of the University of Illinois-Chicago with love and, at the same time, raise funds for WTTW-Ch.

11, the Chicago outlet for such lectures as "Living Life Fully in Love, with Leo Buscaglia." Channel 11 will re-air that one Aug. 22 and tape his new show for telecasting later. Top price for tickets, available through Ticketron: $15. Gathering in Hyde Park for a welcoming investigative reporter at WNEV-TV in Boston; and Jonathan Meyersohn, 26, an associate pro- ducer with "CBS Morning News." Meyersohn replaced anchor Jane Crawford, who had to withdraw after her employer, WPXI-TV in Pittsburgh, declined to release her from her contract. Evanston restaurateur Leslee Reis Cafe Provencal is still agog over her trip to Santa Barbara, last spring for a taping of "Dinner at Julia's," the new Julia Child foodfest that debuts Oct.

13 on Channel 11. Guest chef Reis, who will appear Nov. 10 on a veal show, prepared a first course of curried oysters. Julia did the main course roast saddle of veal, rice-stuffed baked onions and buttered asparagus tips. A Seattle firm chipped in with chocolated truffles.
