KEMP SERVED more than' 20 years on the executive board of the Chicago Federation of Labor and is a past president of the Building Service Joint Council No. 1.

"He was a tower of strength in the Chicago-area labor and civil rights movements," Chicago Federation of 1 Labor President William Lee said. "He organized people at the very' lowest level of the economy and brought them decent wages and working conditions. He was a very witty, articulate and well-informed speaker on labor, civil rights and politics." He was the only black on the state Fair Employment Practices Commission until 1974, when the the mayor at the time, Richard J. Daley, appointed him one of the initial members of the Regional Transpor- tation Authority. In 1969, Mr.

The struggle to organize Chicago newsstand dealers was a rugged one in which baseball bats were often used in place of the finer points of his later labor negotiations, according to Louis Alexander, Amalgamated Bank vice president and a college friend of Mr. Kemp's from those days. PREVIOUSLY A village trustee in Park Forest and assistant director'' for the Planning Consortium for Chil- dren's Services in Springfield, Blaser joined the Thompson adminis- tration as the governor's director of boards and commissions and was named a special assistant to the governor for women's issues.

In 1981, she was state chairman for LONDON Rev. John Robinson, the gadfly Anglican' bishop whose book "Honest to God" was intended to strip Christianity of its mythology, has died at the age of 64, the Church of England announced Tuesday. Bishop Robinson, former bishop of Woolwich, died Monday night in his home in Arncliff in northern Eng-' land, said a church spokesman, John Miles. "He had been suffering from lancer for many months," Miles said. In a long and controversial career preaching and writing, Bishop Robinson questioned the virgin birth Jesus and his second coming, Jppeared as a defense witness in the 960 obscenity trial of D.H.

Lawrence's novel, "Lady Chatterley's -Lover," and praised a Playboy pictorial of a naked woman. HE OPPOSED the Vietnam War and nuclear criticized the Jhurch's attitude toward suicide and ivorce and attacked papal encyclicals on birth control. i Bishop Robinson's most important work, however, was as foremost exponent of the Southwark Experiment, a movement questioning basic Christian assumptions that he began with Rev. Mervyn Stockwood. Jiis tnentor and bishop of Southwark.

The movement's most eloquent ex-. pression was in "Honest to God," published In 1963, in which Bishop Robinson wrote that traditional cepts of God were outmoded. In it, he said: "This image of being out beyond the range of the furthest, rocket and the probe of the largest telescope. It is symbolic imagery, a' form of pictorial language, to ex- delegate to the Illinois State Constitutional Convention. He earned the same reputation during the convention that he had at the Fair Employment Practices Commission and the RTA for attending all meetings, working hard and being a voice for minority interests.

His wife, Maida, is a labor organizer and historian. She works for the A. Philip Randolph Institute, Other survivors include a daughter, Beverly Helm; and three grandchildren. plain God as a person being up there or out there. "SUPPOSE THE whole notion of God who visits the Earth in the person of his son is as mythical as the prince in the fairy tale?" The volume created a storm of controversy.

Bishop Robinson was denounced as a heretic. Rev. Geoffrey Fisher, hen archbishop of Canterbury and as such spiritual leader of the world's Anglicans, called the slim paperback a caricature of Christian faith. But Bishop Robinson said In his, defense: "1 tried simply to be honest about what God means to me." The son of an Anglican canon, Bishop Robinson was born June 15, 1919, on the grounds of Canterbury Cathedral, seat of the established Church of England. He was educated at Marlborough School and Cambridge University, was ordained in 1945 and served three years as curate to Bishop Stockwood before the letter's appointment as bishop.
