department store chain, died of an apparent heart attack early Tuesday in Northwestern Memorial Hospital. Mr. Goldblatt was admitted to the hospital on July 30, suffering from pneumonia, according to hospital officials. Family spokesmen said he would have turned 75 Thursday. The Goldblatt family business began in 1914, when the oldest brother, Maurice, then 21, and his brother, Nathan, 19 who died in November, 1944, opened a retail store In a wooden bungalow at 1617 W.

Chicago after emigrating from Poland. Another brother, Louis, 11, ran errands, and Joel, 7, ran the cash register. PEOPLE CLOSE to the GoldblatU said those early years may have been the last time the brothers worked together in harmony, and reports of family squabbles have followed the family ever since. Through the years, however, Goldblatt Bros. Inc.

grew into a 47-store chain with warehouses, tire centers and furniture outlets. The chain accounted for as much as 15 percent of retail sales in the Chicago area. Mr. Goldblatt had. not been associated with the store chain for more than 25 years, though he was president of the chain in the 1940s and early 1950s.

After leaving the family -business, he headed bis own company, United Vision Care which sells eyewear to major retail stores. Attorneys for the department store Kwp Research. Give Anemone! Bequest. Cell TAX DEDUCTIBLE chain filed for bankruptcy on June 15, 1981, claiming about $57.6 million in assets and $51.6 million in liabilities. At the time of the filing, 22 stores remained in the chain, which accounted for less than 5 percent of retail sales in the area.

AFTER THE FILING, all Goldblatt stores were closed, and the flagship store on State Street was put up for sale along with other property. The City of Chicago is nearing completion of a deal to buy the Loop building and convert it to a new Chicago Public Library. In March, after reorganization of the company, six of the Chicago stores were reopened, featuring discount merchandise. Mr. Goldblatt is survived by his wife, Mary Jane; a son, Joel Nathan; two daughters, Jan Hannah Foughner and Jodie Lou Weithoff; two brothers, Maurice and Louis; and a sister, Sarah Han-delsman.

SULLIVAN was a former director of Aluminum Brown Metro-Goldwyn Mayer, Martin Marietta National Savings and Trust Co. and the Navy League of the United States. He was awarded honorary doctorate degrees from Dartmouth College, the University of New Hampshire, Loyola University and the University of Portland, Oregon.

He is survived by his wife, Priscilla, two daughters, a son and five grandchildren. The burial mass will be said Wednesday at 11 a.m. at St. Catherine Church here. MANCHESTER, N.H.

(UPI) A burial mass will be held Wednesday for John Sullivan, 83, a former Navy secretary who died Sunday night at Exeter Hospital. Mr. Sullivan was Navy secretary from 1947 to 1949 after serving as assistant secretary of the Treasury, assistant Navy secretary and Navy undersecretary during the 1940s. After retiring from government, he returned to private law practice. During his long career, he was a senior partner in the Manchester firm, Sullivan and Wynot, and was a founding partner in the Washington firm of Sullivan and Sullivan.

MR. SULLIVAN was born and raised in Manchester, received a bachelor's degree from Dartmouth College in 1921 and a law degree from Harvard Law School in 1924. After serving as a county solicitor from 1928 to 1933, he was appointed assistant to the Internal Revenue Service commissioner In 1939. He was sworn in as assistant Navy C. Prals; grandmother of eight; sister of Fern Kneibes, the late Louie and Harold Sumerlskl.

Funeral services will be held 2 p.m. Friday, Aug. 13, at the First Presbyterian Church ot Lake Forest. Burial Lake Forest Cemeterv. Clarke, the New York City civil engineer and landscape architect who helped select the site for the Pentagon complex, has died on board the Norwegian cruise liner Royal Viking Star, the shipping line has said. Mr. Clarke, 90, died Sunday of heart failure as the ship passed the Danish coast bound for Norway. "His body will remain on board until the Royal Viking Star arrives in New York City Aug.

27," said the line's director, Asbjorn Svae. Mr. Clarke and his wife had been sailing on the ship since April. Mr. Clarke graduated from Cornell University in 1913, where he later served as dean of the college of architecture.

In 1935 he and the late Michael Rapuano established the New York civil engineering firm of Clarke Rapuano Inc. Mr. Clarke was the firm's president from 1962 to 1972. FROM 1937 TO 1950 Mr. Clarke served as chairman of the National Commission of Fine Arts, responsible for advising on art and architecture in Washington.
