Parks chief calls story of using clout 'a smear' By Douglas Frantz and Charles Mount RAYMOND F. SIMON, Chicago Park District president, said Friday that published accusations of conflict of interest leveled against him were "a smear." At the same time State's Atty. Richard M. Daley denied contentions that his office is looking into any so-called conflict of interest on Simon's part. "I definitely interpret that story to be a smear," Simon said.

"'There is no conflict of interest." The Chicago Sun-Times raised the issue by reporting that Simon, who represents several Chicago museums in his private law practice, voted as a park board member to ask the state legislature to allow the board to issue bonds on behalf of museums on park district land. It also was reported that the state's attorney's office was investigating Simon. IN RESPONSE, Daley issued a written statement that said: "Contrary to a newspaper report, the Cook County state's attorney's office is not looking into allegations of a conflict of interest concerning Chicago Park District Board President Raymond F. Simon. There has been no evidence of any conflict of interest regarding Mr.

Simon presented to the state's attorney's office." Daley said that normally he will neither confirm nor deny the existence of a pending investigation, broke rule Friday to prevent "manifest injustice" against Simon. At a press conference at park district headquarters, Simon was asked if he believes that the charges were connected with the fact that Mayor Jane Byrne plans to dump him as park board president. "I really don't attribute this to the mayor," Simon said. SIMON, WHO IS popular with civic groups interested in Chicago's parks, confirmed that the mayor has told him that she plans to replace him as park board president. He said she told him that he could remain as a park board member.
