Mr. Stone founded Shelter Shed in 1972, a group of affiliated companies engaged in the sale and lease of used ocean cargo containers, with offices and outlets in San Francisco, Los Angeles, Seattle and New York. He was a pioneer in this field and Shelter Shed, which began in New York City and found its main growth in the San Francisco Bay area, was the first company of its kind in this country. Before moving to San Mateo in 1973, Mr. Stone was a lifelong resident of New York City where he founded and developed the Carpet Mart stores chain with of outlets retail floor covering City and Long Island.

He was a former President of the Long Island Mental Health Association, the Temple Bethel Mens Club, Great Neck, N.Y.; and a member of numerous civic and charitable organizations. He leaves his wife, Dorothy; his sons, Ronald and Thomas and his 3 granddaughters, Joanne, Tavia and Keri. Memorial services will be held at Temple Bethel, San Mateo, 2 p.m., Sunday, July 22, 1979. He received 2 academy award nominations for editing "For Whom the Bell Tolls" and "The Long Voyage He was Past President of the Motion Picture Film Editors Local 776; honorary life member of American Cinema editors; long time member of the Academy of Motion Picture Arts and Sciences and board member of the Laguna Beach Golf Association. His family wishes to express appreciation to the many friends who have sent heartfelt good wishes during the past year. In accordance with his wishes no services were held. Brown's judicial appointments during his first three years in office were significantly more balanced in terms of race, sex and age than those of his two immediate predecessors, a survey shows. But the Brown appointments reflected a similar degree of political partisanship. The survey, covering a 20-year period ending in 1977, was conducted by California Common Cause, the self -described public interest lobby.

On a percentage basis, the survey shows, Brown appointed roughly six times as many women and more than three times as many minority members as either Ronald Reagan or Edmund G. Brown father of the present governor. Brown Jr. also appointed more persons aged 25 to 40 than either of his predecessors did the survey found. The breakdown: Minorities- -Brown 39 (24.4% of all appointments); Reagan, 34 (6.9%); Brown 28 Women -Brown 23 (14.4%); Reagan, 13 (2.6%); Brown 9 (2.3%).

Age 25-40-Brown 51 (31.9%); Reagan, 107 (21.8%); Brown 67 (16.7%). Common Cause said the political affiliations of many of the 1,051 judges appointed during the period could not be ascertained. But it had nearly complete data on Los Angeles County appointees, and it offered them as an example. Of these appointees, 84.4% of those named by Brown Jr. (a Democrat) were Democrats; 85.1% of those named by Reagan (a Republican) were Republicans, and of those named by Brown Sr.

(a Democrat) were Democrats. Over the entire survey period, of the appointees were Caucasians, Hispanics, blacks and Asians. Ninety -six per cent were male. Forty-five per cent were between 41 and 50 years old and between 51 and 60. The survey covered appointments to Municipal and Superior courts and to state Courts of Appeal, but not to Justice courts or the California Supreme Court.

If a person was appointed to a lower court and later elevated to a higher court, only the first appointment was counted. The survey did not cover elected judges, only appointed ones. Common Cause said it was developing a proposal for merit selection of California judges, and the survey was conducted in connection with that project. "We believe that large segments of the public feel that there is too much politics in the judicial appointments process," said Walter Zelman, the organization's executive director in California. "Among other things, the figures in this study tend to support the belief that partisan considerations do play a very large role." Funeral Directors REED.

Wednesday tropical storm Bob was centered just south of McComb, Ms. and expected to move in a general northerly direction at 10 to 15 m.p.h.

Earlier in the day Bob produced tides from 3 to 6 feet above normal along the Mississippi Coast with some pier damage at Bay, St. Louis. At the same time winds gusted to 70 m.p.h. at several places in southeastern Louisiana, Including the New Orleans metropolitan area, with some trees and power lines down. Bob also spread rain through much of the central Gulf Coast states with rainfall totals of 2 inches common near the coast.

Some places had even heavier amounts such as the 6 inches of rain in 24 hours reported by the Gulfport, Ms. Civil Defense Office. With 2 to 4 inches more rain likely, flash flood watches remained across the western portion of the Florida Panhandle, much of Alabama and all but the extreme northwestern portion of Mississippi. Flood warnings were also set in Mississippi for the upper Big Black and along the Chickasawhay River around Leakesville, in the extreme southeastern part of the state. There were also four tornadoes ported along the Gulf Coast, two in southeastern Louisiana and one each over the Florida Panhandle and southeastern Alabama.

However, no major damage was reported. A tornado watch continued in effect until 7 P.M. C.D.T. across the western half of the Florida Panhandle, southern portions of Alabama and Mississippi and a small adjoining section of southeastern Louisiana. As Bob continues to weaken the main threat in the south will be for flooding and tornadoes.
