The lists, due next Tuesday, will be used by the City Council's powerful Finance and Revenue Committee to make up a $15 million budget shortfall which developed when the council rejected a proposed municipal rubbish-collection fee. Councilman Marvin Braude called for the lists to comply with a council directive that his committee review the new budget and recommend reductions to overcome the loss of revenue from the rubbish fees. In rejecting Mayor Bradley's proposal for the first rubbish fee in municipal history, the council, in effect, reopened debate on the new city budget Rites Set for Harry A. Grinde, 86, Pioneer Movie Director Private services are planned Saturday for pioneer motion-picture director Harry A.

Grinde who died Tuesday at St. Vincent's Medical Center in Los Angeles. He was 86. Grinde directed numerous pictures, both silent and sound, before retiring in the late 1950s. A director for 35 years, mostly with Metro-Goldwyn-Mayer, his films include: "The Bishop Murder Case," "Good News," "Shopworn," "Under Southern Skies" and "Hitler, Dead or Alive." He also worked on "Babes in Toyland" with Laurel and Hardy.

He also directed "Our Gang" comedies and the Gangbus-ters television series. Grinde leaves his wife of 30 years, Hazel. Fire Destroys Historic House in Maine BAR HARBOR, fire Thursday destroyed the historic 132-year-old Jordan Pond House in Maine's Acadia National Park, a house owned by John D. Rockefeller Jr. before he donated it to the National Park Service.

Showers also developed over the mid Atlantic Coast states with scattered thunder-showers popping up across the southeastern U.S. as well as in central Oklahoma. Stronger storms brought heavy rain to parts of west central Mississippi with Greenville reporting over 2 Inches of rain in 1 hour.

Heavy rain also fell over southern West Virginia. Urban flooding occurred Thursday morning at Kopperston, Ravencliff and Pinville In Wyoming County and Glen Daniels and Eccles in western Raleigh County. Earlier In the day flooding was also observed along Tygart Creek, across the border in Kentucky. Thunderstorms were also beginning to develop over the central portion of the Ohio Valley. Some storms in this area may produce large hail and strong wind gusts.

Thus a severe thunderstorm watch was Issued until I p.m. e.d.t. for portions of southern and eastern Indiana, north central Kentucky, the western two thirds of Ohio and southeastern lower Michigan. In other areas, light rain and drlnle fell across northern Minnesota and upper Michigan. In the west, rain-showers were widely scattered across southern Idaho and western Montana.

There were also some cloudy spots along the Pacific Coast. However, most of the rest of the nation from the Rockies westward was clear.
