Those motors generally run at full speed even when all that speed is not needed. Exxon said its device would reduce the amount of electricity used by the motors by cutting the speed without causing loss of energy through heat, a problem that has plagued other systems. But Exxon said Friday that its engineers had "concluded that large-scale production of product lines with the necessary level of reliability" could not be obtained at competitive costs. A fourth man was charged with conspiracy and mail fraud. Earlier this year, Charles Lund, a former U.S.

Geological Survey employee from Ther-mopolis, was indicted on 15 counts of extortion, conflict of interest and mail fraud. But this is the first time a federal grand jury has charged anyone with actually stealing oil from the sprawling Wyoming reservation. Graves, the U.S. attorney in Cheyenne, said these indictments "by no means" represent "the end of this investigation." But when asked whether major oil companies are likely to be indicted later, he would say only, "I wish I knew." Graves who is leaving his post in two weeks to go into private law practice also would not say whether a second Wyoming oil-reclaiming firm whose records his office confiscated several months ago has been cleared of any wrongdoing. Finch of Shamrock Trucking a water-hauling firm based in Meeteetse, Wyo. Pleads Not Guilty Only Chalcraft, 51, appeared in court to answer the charges. He pleaded not guilty to 19 counts of conspiracy and theft of oil from the reservation, which is jointly owned by the Shoshone and Arapahoe Indian tribes.

The grand jury charged that Chalcraft, Smith and Oil Processing Co. stole about 4,000 barrels of oil from the reservation between May, 1977, and June, 1979. Perenchio is chairman of Tandem Productions a movie-TV production firm, and also is a 50-50 partner with producer Norman Lear in T.A.T. Communications Co. Says It Refused to Consent In its lawsuit, Oak alleges it had "refused to consent to the terms and conditions" of the contract and "refused to co-sign a partnership check reimbursing" Sie-gel. The lawsuit contends that after Oak's refusal, Chartwell and Perenchio "surreptitiously" had Siegel placed on the partnership payroll, "a fact discovered by Oak only after an audit of the partnership books." Oak Television, a unit of Rancho Bernardo-based Oak Industries reportedly has no quarrel with Siegel's ft 2 a a Ift ArchDM ArchOM ArchDM ArdiDM a 21ft Ift 21ft MIA 9-14 ft a 3ft ft Ift a qualifications but wants to reaffirm its authority as the 51 -owner of the partnership, even though it has relinquished the day-to-day operations to 49-owner Chartwell. Attorneys for Oak declined to comment on the suit, but one Wall Street analyst suggested that Oak might have elected to "fire the first shot to get (Perenchio's) attention." Divided Markets In 1978, Chartwell and Oak agreed to divide up the 12 markets outside Los Angeles where National Subscription Television had begun or planned pay-TV services.

The two continued working together in Los Angeles, where ON-TV has become the nation's most successful over-the-air pay TV system. Neither Perenchio nor Siegel could be reached Friday for comment, but Robert Caihill, the corporate attorney for Chartwell, said, "It's a nothing suit."
