Although the National Institute of Health eventually approved the request on scientific grounds, the national Ethics Advisory Board rejected the request in 1979 and Soupart never received the money. A native of Belgium, Soupart received his medical and doctor of philosophy degrees in Brussels and joined Vanderbilt in 1962, where he first began his reproductive experimentation. Dooley Dies; Assisted Rams9 Move By MARCIDA DODSON, Times Staff Writer The city official who oversaw the expansion of Anaheim Stadium for the Los Angeles Rams and then joined the football club as a vice president for special corporate projects died Thursday while jogging near his home in Corona. James Donald Dooley was 37 and was with the city of Anaheim seven years. He was put in charge of stadium operations in 1977. Last August, when the Rams moved from Los Angeles, Dooley was named a Rams executive, but resigned in January for personal reasons, a club spokesman said.

He had been unemployed since then. A Vietnam veteran, Dooley received the Silver Star, three Distinguished Flying Crosses, three Bronze Stars, 38 air medals, two Purple Hearts and other decorations while serving with the 1st Air Cavalry Division of the Army for three years. He started with Anaheim in 1973 as a staff aide at the Convention Center, and was promoted to director in 1975. Dooley is survived by his wife, Janette, two sons and his parents. Funeral services are scheduled Monday at Crossroads Christian Church in Corona, with burial to follow in Riverside National Cemetery.
