D. Jan. 5. The New Year has opened at the National Capital with an unusual number of good resolutions especially in official cire'es, where we have unlimited promises of reform and strict economy in the public service. As already indicated in this correspjndeuce, some of those now coatroling the machinery of the government have recently received new lights on thi3 subject and the zeal with which they enter upon the work of reforni la like unto that which uniformly infects a new convert.

Su3den conversions are likely to provoke mirth from the scoff er3, but who on earth can see Secor Robeson up to his ears in reform and "yelling for economy without laughing? Or Shilly-Shally Hale and Procrastinatlau Hoar whooping up the Senate at 11 o'clock in the morning? Senator Hoar is the Jelly by of the Senate; he wanted to provide the Indians with hymn books and tl innel petticoats before the cold weather came on. But it is in the departments where we see the greatest amount of reform. In the Treasury Department the rules and regulations recently adopted will be rigidly enforced. An immediate dismissal will follow the employe who violates in tbe slightest degree any of the commandments so conspicuously displayed on large sheets of cardboard is the various rooms and hallways. Secretary Lincoln has also caught the reform fever.

But the Postmaster General and the Secretary of the lntenor are not yet converted, and these departments will be run the same as heretofore, much to the satisfaction of the clerks. In coming and out-going members of the State government, members of the old and new legislatures and many distinguished citizens from various parts of the State were present. Many of the gentlemen were accompanied by ladies. Captain J. B. Johnson presided at the inaugural ceremonies and Bif-hjp Vail made a lengthy and impressive prayer.

Precisely at 12 o'clock the oath of office was administered to Geo. V. Glick by Chief Justice Horton. The band played "America." Gov. St.
