City Bond Financing 12 Ultimate in Ocean View Living Vegas Hotel Slates 513-Room Tower A 1983 completion is targeted for the 513-room tower addition to the Union Plaza Hotel in downtown Las Vegas, according to a spokesman for Upland Industries Corp. the real estate unit of Union Pacific Corp. which owns the facility. Upland and the Scott which has operated the hotel since 1971 under a long term lease from Upland, have formed a new corporation, Scott Development to build the 23-story tower and other facilities.

The hotel now has 504 rooms. The architects are Zick Sharp, while the contractor is J. A. Tiberti Construction both of Las Vegas. Financing is by Valley Bank of Nevada.

Included in the expansion are a new sign, convention facilities, a theater-like race and sports book, a domed restaurant and a botanical garden, said Frank E. Scott, Union Plaza president and chairman of the board of Scott Development Corp. The Jockey Club of Las Vegas, 348-unit condominium hotel adjacent to the Dunes Hotel, will be the only residential time-share operation issuing fee titles on the Strip, according to Norman Stow, head of Jockey Club Resort Properties in Huntington Beach. The two condominium 12-story towers were built in 1973 across from the Aladin Hotel. The Jockey Club Resort Properties developed the time-share program which has 85 units available, priced from $6,500 to $10,000 for each week purchased, Stow said. A 10.5 interest rate is offered for purchases, with a 25 down payment The club has its own sauna and health club, steam room, swimming pool and four outdoor tennis courts, available 24 hours a day. The towers also contain a restaurant.

Stow said fee title to a purchased time share entitles the owner to sell or rent the unit or to keep it as a legacy. Sheldon H.
