Mary's made late last year by Dr. Russel H. Blood, the commission's field representative. To be accredited by the commission and to be recommended to the public, the commission deems it vital for a hospital to meet and to maintain consistently high quality patient care standards.

St. Mary of Nazareth hospital was founded in 1892 and is conducted by the Sisters of the Congregation of the Holy Family of Nazareth. While I would not want to go so i'ar as to predict lhat real estate taxes will drop, I can report some encouraging news for the small property owner in this last article of my series. First, as the result of the Cullerton bill passed by the 1969 session of the General Assembly a tremendous amount of property owned by churches, hospitals and schools i had never before yielded a tax now will contribute its fair share to the cost of government. The law, which took effect Jan. 1, provides that tenants whose owners enjoy tax exempt status (schools, churches, hospitals etc.) will be billed by the state for an amount equal to the real estate lax if the property were on the tax rolls.

Thus, a lenanl cannot hide behind the tax exemption of the property's owner. Nor can private corporations get institutions enjoying tax exempt status to buy land and erect a building and then lease the structure to the private corporation to avoid taxes. The law was proposed when instances were discovered in which so-called charitable institutions were erecting buildings for the use of private concerns for the sole purpose of by-passing taxes. In one case the land and building erected under such an arrangement was valued at over $800,000 and would have yielded a tax of about S85.000. J. CULLERTON Cook County Assessor about $200,000 in taxes. Now the practice is outlawed. It is not possible to determine at Ihis time how much additional revenue will accrue to the county as a result of this law, but it will be considerable. The elderly will benefit from the homestead exemption passed by the legislature last year which grants a $1,500 exemption of the equalized value to properly owners 65 years or older.

The exemption applies to sole or joint owners of property in which they are residing. To obtain the advantage of i exemption property owners must file a form with the assessor's office. The exemption will not appear on the bill that will go out shortly as it did not take effect until 1970. It is expected that the exemption will mean about a S100 allowance in tax money for average property- owner 65 years or older. Everyone will benefit from a reduction in the personal properly lax which removes one automobile and household furniture from the lax rolls of every taxpayer.

Here again it is reminded lhat ihis exemption will not be reflected on Ihe tax bill received this year, which is actually for 1969 laxes. In concluding this series, I would urge that every taxpayer makes sure the bill he receives is accurate. This can be done by checking the figures on the bill, making certain thai they refer to his properly and lhat the com- pulations are accuraie. Since most of the work is done by electronic machines, mislakes rarely occur, but for his own satisfaction the taxpayer should check all figures. Second, a taxpayer has every right to assure himself lhat his property is evaluated at the same level as that of his neighbor.

If he feels this is not the case, he will benefit both himself and the assessor by making his feelings known, It can be appreciated that the opportunity for omission or error is very great in a county as large as Cook containing over 1.200,000 parcels of real estate. The assessor welcomes this opportunity to correct his records. It is one of Ihe im- portanl sources of informalion relied upon to keep record cards accurate and up to date. The place to start in making such an inquiry is the public information division of the assessor's office located in room 312 of the County building. An appeal also may be lodged with the board of appeals, which publishes a notice in the newspapers as to the dates when it will hear complaints.

This occurs after the assessor has completed the assessment in a township and is usually four to ten months prior to receipt of the bill. The period for complaints covers about two weeks. The board of appeals only i a i referring to factual errors in the determination of value. For example, a building lhat has been damaged by fire for which no depreciation has been shown or an apartment i i i vacancies, which may entitle it to a lower assessment. The board of appeals does not have anything to do with the a rale, state a i a i factor or the amount of your lax bill.

II is concerned only with factual errors as explained above. After the board of appeals has completed hearings on a i the rolls are returned lo the assessor for the recording of any changes in valuation ordered by the board. At this point the assessor's role in the taxation process is completed. No further changes can be made in the valuation of any parcel of property in the toxynship. After the assessment roll is completed it goes to the county clerk, who certifies it tt the slate departmenl of revenue which examines the figures and issues the equalization factor.

Thus, il is clear that if any of Ihe assessment figures--or the budget requests--were changed after the county clerk received the figures the tax rate would be affected.
