Harassed Broker Testifies for HUD Gina Williams, whose Northridge realty firm Super Market of Homes has been a subject of harassment since instituting so-called "reduced commission" services to home sellers more than two years ago, has taken her case all the way to the U.S. Department of Housing and Urban Development (HUD).

At a hearing held by HUD in Van Nuys to probe concerns about such real estate industry abuses as non-disclosure and kickbacks to lending and escrow institutions, Williams testified, at HUD's request, that she and some of her associates and clients have received threatening letters and phone calls since she started offering to sell a house for less than a 6 commission. She also presented evidence to show that her offices were burned and vandalized. (She filed suit in July, 1979, against the San Fernando Valley Board of Realtors, the California Association of Realtors, the National Association of Realtors and 17 individual real estate brokers and firms for price fixing, boycotting and restraint of trade.) Asked by HUD examiners if she thinks the federal government could step in "and do something," Williams replied, "The laws on the books are sufficient. What is needed is effective enforcement and an example of the serious consequences of breaking those laws. The industry does not follow the laws because of an arrogance of power." Tom Collier, HUD's deputy secretary for regulatory functions and chairman of the hearing, told Williams that he admired her courage and that she could be sure that in HUD's report to Congress in January (per the 1975 Real Estate Settlement Procedures Act) "we will consider the concerns you have addressed and attempt to recommend solutions."
