From National Public Radio 915MM3TVI Ford used his much-debated interview with Walter Cronkite (and to a lesser extent, one with ABC's Barbara Walters and Frank Reynolds) to speak over the heads of ordinary viewers directly to Reagan in an apparent attempt to force Reagan to offer him the vice presidential nomination with all the perks he wanted. Here was TV using Ford for a story and Ford using TV to negotiate, the line between the two ever fading. Soon afterward, the convention floor was pulsating with rumors of a so-called "dream" Reagan-Ford ticket that were devoured by TV reporters. The frenetic pursuit of information recalled Robert MacNeil's description of political conventions as "bands of television reporters stalking the floor, caparisoned like Martians, chasing delegates for rumors and political gossip." (90Z91) (21 3) 821-9388 OF VIDEO SPECIALTY STORES! jfftTHE NATION'S LARGEST CHAIN There have been indications since that some delegate leaders and Republican bigwigs were giving floor correspondents information they'd gleaned from other TV sources, so that TV was merely recycling its own information and reporting a story it was feeding. The very strength of TV reacting swiftly to events seemed to betray it in this instance. What viewers got from all three networks were strung-together reactions and rumors leading to a dead end. It was an in-process story that was fascinating to watch and made for good theater, but also one that was misleading. "Stories don't always have the endings they start out with," said ABC floor correspondent Sander Vanocur afterward, defending the Ford-for-Vice President bubble as legitimate.

However, declaring the wrong person a cinch to be Reagan's running mate, as CBS and ABC did, and NBC all but did, is hardly classic journalism. The arithmetic of TV is seconds and minutes, and so what mattered most, in network terms, was that NBC's Chris Wallace had scored a one -minute "scoop" over CBS' Leslie Stahl in reversing gears and reporting the Bush nomination shortly before midnight. CBS also had a scoop. We'll not forget that it was Walter Cronkite, at 10:10 p.m. Wednesday, who first revealed that Ronald Reagan's running mate was Gerald Ford.

(Repeat) Please Turn to Page 9 Dec. 79. Tl 1 1VV ear mm INSIDE TV WILL STAR'S LOSS HURT 'HAPPY DAYS'? By LEE MARGULIES Times Staff Writer Five years ago, ABC hired Redd Foxx away from NBC and in the process not only acquired a popular TV performer but also effectively dismantled an NBC hit series, "Sanford and Son." Since the ABC executive responsible for the coup, Fred Silverman, is now the president of NBC, some network staffers were suggesting he'd done it again last week by luring Ron Howard away from ABC and its long-running hit, "Happy Days." Even Howard agreed NBC might have had more in mind than just securing an interest in his future productions.

"Of course," the 26-year-old actor-producer-director-writer said. "I'm sure the fact that I'm leaving 'Happy Days' is very enticing to NBC." He added, however, that he didn't think the ABC comedy would be seriously hurt by his departure. Neither did Garry Marshall, one of the "Happy Days" creators and executive producers. "We're moving on; I think we'll be fine," he said. New characters and new situations already were being planned, he said, and now they'll just receive greater emphasis.

Marshall, after joking that he was thinking of replacing Howard with Jane Pfeiffer, NBC's recently fired chairman of the board, said he felt "Happy Days" was more like "MASH," where characters come and go and the show continues, rather than like "Sanford and Son," which relied predominantly on Foxx's comedic skills and collapsed without him. "Happy Days" also will be without the services of Donny Most, who played Ralph. He also chose not to return for another season. As to how the two characters will be written out of the show, Marshall said they will have been drafted into the Army. What he most wants to do, Marshall said, is have Howard film one more episode in which Richie would marry and move away.

"After seven years it would be nice to exit him gracefully," the producer said. "Ron very much wants to do it and we're hoping to, but he's under (exclusive) contract to NBC now, so it's up to them. We'll see how nervous they are. The Spanish programming will air from 8:30 a.m.-7 p.m. each day, with the station's ON TV over-the-air subscription television service continuing in the evenings.

William M. Siegel, chief executive officer of the station, said in announcing the new format, "The Los Angeles area has the fastest-growing Hispanic population in the United States and we believe there is a need for another Spanish television station." KMEX Channel 34 is an all-Spanish broadcasting station here, and some Spanish programming also is offered on KSCI Channel 18. John Mohr, KBSC general manager, said Channel 52 will air a selection of first-run programming, including novellas and musicals from Mexico City. In addition, there will be Mexican films, short subjects and features. Channel 52 is jointly owned by Oak Industries and Chartwell Communications Group, headed by Jerry Perenchio.
