Siate Senator John Garamendi announced today that his proposed eon stitutional amendment to limit cost-of-living salary hikes for California judges will appear on the November ballot as Proposition 11. The proposed amendment, SCA 37, ill make applicable to all judges the 5 percent limit on the annual cost-of-living raises given to members of the state judiciary. "Passage of Proposition 11 will save California taxpayers several million dollars," said Garamendi.

"It will reassert legislative control over judicial salary hikes and will bring all state judges under the 5 percent ceiling adopted by the Legislature in 1976." Prior to 1976, the salaries of California's judges, among the highest in the nation, rose automatically with inflation as measured by the consumer price index. Last year, the Supreme Court partially overturned the Legislature when it exempted from the 5 percent limit all incumbent judges elected prior to 1976. These judges are once again receiving cost-of-living hikes equivalent to the rate of inflation, far above 5 percent per year. "The results of the Court's decision increased government spending and created an unequal system of judicial compensation in which judges elected before 1S76 receive larger salaries than their newer colleagues who perform the same work," Garamendi explained. "Prop 11 will correct this unfair situation and save tax dollars at the same time." MAJOR ACE A.
