The winning entry was submitted by Casey Bukro, 46, who joined the company as a reporter in 1961 and has been environment editor since 1970.

Ind. (AP)-More than 100 policemen were on strike early Thursday after rejecting a pay raise propos-. al, leaving the city's protection to the police chief and about a dozen officers. The policemen voted earlier in the week to reject the city council's offer of a $200-a-year raise, and 110 of the 122 officers struck late Wednesday. Members of the Fraternal Order of Police are seeking a 15 per cent pay increase.

Superior Court Judge Micheal Eldred ordered the police back to work, saying he would hear arguments on the case Tuesday, but the order was not served on union leaders, who could not be found by sheriff's deputies, and union members remained on the picket lines. Some of the striking policemen were camped in front of City Hall with their families. FIREFIGHTERS IN this west central Indiana city of 65,000, also offered raises of $200 a year, were voting on the proposal. Police Chief Gerald Loudermilk said two squad cars were patrolling the streets. Mayor Pete Chalos blamed the city's budget problems on fewer federal funds.
