UP)-A 19-year-old woman who pleaded guilty last month to beating her first child to death was jailed without bond Monday in the death of her second child.

Judge Robert L. Simpson denied bail to Annette Spell -man, whose second child only 13 days old was found dead in her bed Saturday, apparently of a blow to the head. An autopsy was planned. The infant, Jarnell Elizabeth Penn, had been born March 16, four days before the mother pleaded guilty to involuntary manslaughter in the fatal beating of her first child, Tonya Spellman, 13 months. Spellman had pleaded guilty March 20 to the beating death of Tonya in October, but was released on $5,000 bond so she could return home to care for Jarnell.

Sentencing was set for May 6. "I never in a million years thought this could have happened," said Linda Duggan, the prosecutor handling the case. "With 20-20 hindsight, I should have asked that she be kept in jail." Short-Circuit Caused by Bird Blacks Out Section of Fresno From Times Wirt Services FRESNO A small bird building a nest short-circuited a transmission line Monday, disrupting power to 40,000 commercial and residential customers in north and central Fresno. Pacific Gas Electric Co. officials said the power outage lasted xh hours.

spokesmen said a mother bird was "gathering stuff for her nest and made the unfortunate mistake of picking up a stray wire and dragging it over the line and shorting it out. Of course that electrocuted the bird." The contact shorted out one substation and also disrupted power from two other substations. Washington Portraits Sale OKd BOSTON UP)-A plan to sell the Gilbert Stuart portraits of George and Martha Washington to two museums and have them displayed in Boston and Washington for alternate three-year intervals was approved Monday by Probate Judge Mary Fitzpatrick. The attorney general's office said the sale by the Boston Athenaeum, owner of the famous portraits, could now proceed. Under the agreement, the portraits will be sold to the Boston Museum of Fine Arts and the Smithsonian Institution for $4.9 million, and they will be on display in Washington for three years beginning in May.
