Britain's beleaguered prime minister, Monday fired his opening salvo in his fight for re-election in the May 3 general elections.

Callaghan promised a "crusade" rather man a "campaign." "I am very happy to accept the challenge that this should be a crusade, and not just a campaign that we are fighting." Callaghan told a packed press conference in London. His words marked the official start of his campaign to keep the party he leads, the Labor Party, in power, after his government was dissolved late last month by a parliamentary vote of no-confidence. BEDEVILED BY a long winter of strikes and industrial unrest, Callaghan and the La Dor Party are under heavy attack from the Conservative Party and its leader, Mrs. Margaret Thatcher. Early public opinion polls show the Conservative Party favored to win a majority of seats in Parliament.

To woo the British public, which shows increasing signs of resentment towards trade union power, Callaghan is presenting a low-key platform from his party, which formerly rode to power on pro-union, socialist policies. CALLAGHAN PROMISED that a new Labor Party government would bring inflation to 5 per cent or less over the next three years. One of Callaghan's emerging campaign themes is that Mrs. Thatcher arid the Labor Party, if voted into power, will set off a destructive confrontation between the government and thcunions. "Give us a chance to say who will have access to our shrinking wallets." The bill, approved, 8 to 6, by the Senate Executive Committee and endorsed by the Illinois Public Action Council, calls for an elected commission of seven members, including one from suburban Cook County and two from Chicago. The present commission's five members are appointed by the governor.
