Mahran said he will seek approval of Strasburg for the deputy superintendent post at one of the next two board meetings. The board of education organizational chart does not provide for a deputy superintendent of finance and administration. But Mahran said he cannot effectively manage the financial operations of the school without "some expert assistance." MAHRAN, WHO spent his first week familiarizing himself with school operations, will meet at 9 a.m.

Monday with Robert M. Healey, Chicago Teachers Union president. The school board has asked the teachers union to reopen negotiations on its contract and the first meeting on that thorny issue will be at 10 a.m. Monday. The board needs to cut $101 million from its budget for the upcoming school year and some school officials believe it cannot be done without renegotiating the teachers union contract.

By Casey Banas Education editor JOSEPH I. MAHRAN, the new Chicago Board of Education finance superintendent, has appointed four school officials to top financial posts. The appointments are the first for Mahran, who assumed his duties Monday as the chief financial officer for the school system. Mahran named Harry Strasburg, a school board employe for about 25 years, as deputy superintendent of finance and administration. Strasburg, onetime director of data processing for the board, has been a sort of financial troubleshooter without official title since the fiscal crisis developed last November.

J. Maxey Bacchus was retained as director of the department of the budget and financial planning. Michael Feit, acting chief financial officer, was returned to his previous position as controller. Joseph Monahan, acting controller, was returned to director of the internal audit department, a post he held before the financial debacle surfaced. MAHRAN ISSUED a memo announc MAC KEY Melvln W.

Scott Raid Friday he had obtained a temporary restraining order against an Indiana company which he said has been burying drums containing "apparently deadly chemical waste" that will endanger water sources in southern Cook County. The order was issued by Circuit Court Judge Harold Siegan against the Steel Container Corp. at 136th Street and the state line in Hammond, Scott said. A suit Scott filed in Circuit Court against the firm In March, 1979, is pending. Scott said the restraining order bars the company from continuing to bury materials he said included such chemi cals as toluene, benzine, selenium, xylene, lead, nickel, copper, and zinc.

SCOTT SAID the 1979 suit was filed to force the company to stop dumping the chemicals, clean up all its waste on the Illinois side of the state line, and pay all court costs involved. That suit named as defendants the company and four of its officers: John, Frank, and Mildred Jagiella, and Raymond Filley. Scott said the firm has been dumping hundreds of barrels of chemicals on Its property and that Inspections Indicate the barrels have been compacted and ruptured. He said the chemicals now are in the soil and threaten the ground water tables in Cook County.
