Maple Press 38 Mexican Soccer Fan Stabs Player Fatally Mexico City () An unidentified spectator leaped from the stands at a neighborhood soccer game Sunday, stabbed one player to death and wounded two others. The crowd joined the melee while the knifer fled the stadium.

Police said they were trying to establish his identity from descriptions. He was believed about 18 years old. Humberto Moreno Palacios, 19-year-old player for "Electricistas," a team composed of electricians, was fighting with a player from the opposing team of Necaxa District. The spectator intervened and knifed Palacios three times fatally then turned on two other players of the electricians. One remained hospitalized in critical condition.

(ff) Bobby Bragan, who refined umpire baiting to a fine art during his years as a major league baseball now has set about to make Texas League umps the fashion plates for all organized baseball let 'em wear turtle-neck sweaters. Bragan, often at odds with the umpires when he managed at Milwaukee, Atlanta, Cleveland, and Pittsburgh, said that was just one of his ideas as he took over as Texas League president. The outspoken Bragan said now that he is in a position to do some inovating, he also would propose changes in the major league rules 'dealing with rain-outs and some way to prevent long games. Shortly after Bragan signed his two-year contract he announced plans to get the umpires "out of those pallbearer uniforms they wear." But turtlenecks? "Sure, they could wear turtleneck sweaters and a nice pair of slacks," Bragan said. "They could have a different color for each night of the week.

I plan to carry this out this year in the Texas League." Bragan had been scheduled to report to the National League expansion team at Montreal this month as a coach but said he just couldnt pass up the opportunity with the Texas League. The magic number in the Gty Industrial Basketball league last night was 58 as both winning teams posted that figure to gain their triumphs. Aocots pacesetters, however had to go into overtime before beating second-place McCrory's, 58-55, while Local 786 topped Maple Press, 58-38. Both games were played on the Phineas Davis court. Acco just missed winning its game in regular time as Bill Hoff climaxed a last-period comeback for McCrory's by scoring a goal to tie the contest at 48-48.

But, in the surplus period, Acco benefitted from numerous foul opportunities and quickly forged to a lead which was not lost. Charley Brabham: topped the scoring with 26 markers. The rule, to be enforced this season, calls for a pitcher to deliver his pitch when a man is on base within 20 seconds or an automatic ball will be charged.

"The third base umpire will have an electronic control that turns on the Pitch-O-Meter to count down the 20 second," said Sox Vice President Ed Short. "Cleveland and Chicago are the only American league parks to have it this season. I can just hear the fans counting down when the Pitch-O-Meter goes on. It will be good fan participation." Former Pitt Coach Bill Austin Accepts Post For Lombardi Washington Iff) New Head Coach Vince Lombardi began yesterday to announce the staff he hopes will build the Washington Redskins into the powerhouse he created at Green Bay. His first choice was one of his former assistants, Bill Austin.

Austin was fired as head coach at Pittsburgh last season after compiling a three-year record of 11 victories, 28 losses and three times, with a 1968 record of 2-11-1. The 40-year-old Austin, who makes his home in McMurray, will take over the duties of offensive line coach, the same post he held with Green Bay under Lombardi from 1959-1964. Austin played offensive guard under Lombardi when the latter was an assistant coach with the New York Giants. Austin, after coming out of Oregon State, played seven years with the Giants, then was an assistant coach at Wichita University in 1958 before joining Lombardi at Green Bay in 1959. He spent one year as an assistant coach in Los Angeles prior to taking over the head coach job at Pittsburgh in 1966.

Manlove has been varsity defensive coach for the past two years at PMC. In 1968 his defensive secondary had the best statistical record in the Middle Atlantic Conference. (SV-Boston outfielder Ken Harrelson shot a 77 yesterday for a 232 total and a one-stroke lead in the third round of the Baseball Players Golf Championship. Harrelson, the defending champion, held a one-stroke lead over Gncin-nati pitcher George Culver, who had a 78, and was three strokes in front of Jim Hardin, who turned in an 80. Forrest Gregg Is Named To Packer Grid Staff Green Bay, Wis. S) Forrest Gregg, one elf the National Football League's greatest offensive tackles, was signed by the Green Bay Packers yesterday as an assistant coach. Gregg, 33, who announced his re-tirment recently, came to terms with head Coach Phil Bengtson at a conference in the Packer office.

Bengtson said Gregg fills a numerical vacancy on the coaching staff that has existed since Vince Lombardi stepped down as head coach a year ago.
