The budget also provides $9,750,000 to build permanent facilities for the Olive-Harvey College and the same amount for a new Daley College. Oscar E. Shabat, City Colleges chancellor and chairman of the Higher Education Council, said Channel 20 will offer courses to those unable to attend classes on campus. Each district, by board policy, is supposed to have an education council comprised of parents and other interested citizens to discuss a district's issues and problems. In two current districts, 4 and 15, whites and blacks meet in separate councils. A SOUTHWEST Side group has demanded public hearings on a proposal that will place the all-white Bogan High School in the same school district with the nearly all-black Calumet High School The proposal is part of an administrative reorganization recommended by School Supt. Joseph P.

Harmon which will trim the number of public school districts in Chicago to 23 from 27. Harmon wants the Board of Education to approve the plan Wednesday, but members of the Common Council, a citizens group in the Bogan area, will attend the meeting to demand that a decision be deferred until the hearings are held.
