SMITH Rising Hints Of Nippon Attack On Soviet Seen Tydings Calls for Full Military Aid To Reds To Prevent 2 Fronts WASHINGTON, March Military and diplomatic quarters Sunday night professed to see mounting indications of a Japanese attack on Russia and from Sen. Millard E. Tydings (D-Md.) came demands for all possible military aid to the Soviet armies. Reports reached high diplomatic quarters that a new crisis may be approaching in the strange peace that exists between Moscow and Tokio, "incidents of friction" which be revealed due, recent, for military reasons.

Dual Attack Seen Informed military quarters, presumably basing their concern on independent information, said that the spring "invasion season" may find Russia under large-scale axis assault on both the east and west. Tydings, in a radio speech at Baltimore Sunday, said that Germany's anticipated spring offensive against Leningrad, Moscow and the Donets basin may bring Japan and Russia to grips in a Japanese attack on Siberia, launched simultaneously with Hitler's big drive. Warning against -jubilant interpretation of the winter successes of the red armies against the nazis, Tydings, who is a member of the senate, naval entire affairs course of committee, the said war might be determined by a simultaneous nazi-Japanese assault upon the Russians. "No small amount of Russia's power to resist the imminent Hitler thrust this spring and a possible Japanese attack as well depends on the ability of the United States and Britain to keep supplying Russia with vital war equipment and material," he said. Negro Delivery Boy Robbed of Change Ira Sherr, negro delivery boy for Renfro drug company, 3025 Guadalupe, reported to police that he was robbed of $3.50 change when he made a delivery to a home in the 2800 block of San Pedro Sunday night.

He said that someone called asking that two quarts of ice cream, two sandwiches and change for a $5 bill be sent to that address. When he made the delivery, a man met him at the door, took the food and change and went in the house. The people next door, he said, told him the house was vacant. He described the man as being about 19 years old, with black hair, wearing brown trousers and green shirt. Sumlin, 45, died Sunday of burns suffered Saturday night when his clothing caught fire while he was in a city jail cell. Army Engineers Endorse Aid On Texas Waterways WASHINGTON, March The army engineers annual report to the secretary of war Sunday contained endorsement of proposed improvements of Texas waterways -but the message was submitted two weeks after the house of representatives had passed legislation providing funds substantially as suggested. Acting on individual reports and recommendations previously received by congressional committees from the engineers, the house provided in the war department civil functions appropriation bill (HR6736) funds for work on each of the Texas projects listed in the report.

They were a among waterways on which money could be "profitably expended" during the 1943 fiscal year, reported the engineers. Bill Now in Senate The bill now is in the senate. The principal changes made by the house in the engineers recommendations were these: The engineers declared in the annual report that they profitably expend $5,000,000 during 1943 on construction of a dam at Whitney, on the Brazos river, for flood control purposes. The house-passed bill failed to provide any funds at all for this work. The engineers stated they could spend profitably $5,130,000 for flood control works on Buffalo Bayou, Houston.

The pending bill provides $1,500,000 for this work. According to the annual report, $1,550,000 could be spent to a profit for new work on improving navigation facilities in the LouisianaTexas intracoastal canal, between Sabine river and Corpus Christi. There was no provision for this work in the bill as it went to the senate. Reduced Appropriations The report disclosed that the house, following recommendations of the budget report, had reduced appropriation items for maintenance work on some Texas waterways almost half from the the amounts the engineers themselves had said could could be profitably expended next fiscal year. The engineers reported that 000,000 could be well spent on continuing work at the Denison dam and reservoir on the Red river.

This amount was provided in the bill. Commenting on the Whitney projthe basis made in 1939, ect, the engineers, stated that on the dam itself would cost 000 and the land and damage, including railway relocations, 000. The plans call for construction of a concrete dam 1,870 feet long, rising 116 feet up from the river bed. A powerhouse would be built in connection with the dam. U.
