The largest project will take place at the Stardust, which will add 300 seats to its Cafe Continental, remodel its present 1,500 guest rooms and build a high-rise addition.

The Fremont has purchased adjacent building space for expansion of its casino and will revamp all public areas and guest rooms. The Hacienda has unveiled a new casino and lounge and is refurbishing its exterior, renovating guest rooms and redesigning and redecorating restaurants and other public facilities. Farrer added that "renters would be the real victims" of the constraints of the proposed bill.

"They would suffer because of the reduced availability of housing and its deteriorated quality," he said. He added, "Lending institions would shut off funds for loans because of foreclosure risks, and the tax base lost would have to be brought up to meet governmental operating costs."
