conditions. When it was found that a great many small-cost homes for permanent resi dence were being built under Title I regulations, that part of the Housing Act took on far greater significance. "While detailed rules and regulations have not as yet been re ceived" by the local office, a re view of the amendments has clarified some of the highlights," it was stated yesterday by W. G. Bingham, director of the Southern California District, F.II.A.

TIME LIMITED Pointed out is that Section 1 continues for two years the au thority of the F.H.A. to insure qualified financial institutions against loss on -Title I loans, in cluding catastrophe loans. It sets the maximum amount of any Title I loan at $2500 with a maximum- maturity, save in the case of loans for financing new structures for residential or agricultural purposes, at three years and 32 days. In the case of new construc tion loans, the maturity cannot be in excess of 10 years and 32 days. Of special interest also is that all new structures insured under Title I can carry only first mort- gages and no second mortgages of any kind.

It also limits, Director Bing- nam explains, the insurance granted each institution on loans made after July 1, 1039, to 10 per cent of their total. Section 2 provides for the payment by the insured institution cf a premium charge not in excess of three-fourths of 1 per cent per annum of the net proceeds of Title I loans, such premium charge to be payable in advance by the financial institution, at such time and manner as may be prescribed by the administrator of the F.II.A. LOANS FIXED Further explained is that in setting $2500 as a maximum amount of insurable loan this section retains the maximum formerly fixed with respect to loans for the building of new structures, but reduces the old $10,000 maximum on loans for repairs or improvements upon existing structures, and the old $50,000 maximum on catastrophe loans for the rebuilding or replacement of certain types of property.
