According to newspaper and trade paper accounts, Geis said, policy levels of OPS decided no general increase in West Coast petroleum prices is warranted on the facts as presented. OPS apparently concluded that a crude shortage is caused by military requirements and any relief should be granted only to suppliers of those products, Geis wrote. Their indicated solutions: divert further the military demand from the West Coast to other areas or permit the military to pay premium prices for its California requirements, or subsidize those who import oil. "This committee considers the OPS position to be the result of utterly fallacious reasoning," he told DiSalle.

"None of these expedients will the petroleum scarcity in California. In addition, they violate the spirit, if not the letter, of the Defense Production Act of 1950." Only Adequate Solution NEWS from 14th Page Quibbling over whether the military demand causes a shortage, or whether there is some other cause, begs the real question and the real responsibility of the stabilization agency, namely, the increase of productive facilities, he said. OPS in suggesting unsound and impractical substitutes is not discharging its responsibility, to encourage increased petroleum production capacity in California by realistic price ceilings. "There is no other panaceathe one solution to the petroleum problem in California is an adequate upward adjustment in price ceilings," Geis concluded his letter to DiSalle. Rosedale Ranch Standard Oil Co.

of California caught the Kern County oil fraternity by surprise with completion of a lightly regarded outpost test at Rosedale Ranch for more than 300 barrels of oil a day. Standard completed KCL 31 No. 12 on Sec. 1, 29-26, on the pump for 306 barrels daily of 18-gravity oil, cutting Production is from 4194-4355 feet in the basal Etchegoin sand. Standard originally took the test hole all the way to basement, bottoming at 10,812 feet in granite.
