New Paris Hats Small, Young and Uncluttered Five Millinery Designers Stress Soft, Supple Fabrics, Bright Colors Women BY FAY HAMMOND, Times Fashion Editor PARIS, July 20-If everyone in the Southland isn't already in Europe, here's a cordial invitation to join a harried fashion reporter in the gay confusion that is Paris in the summertime! Once we get over the hurdle of complete change of hours and pace it's easy to see that this beautiful, parklike city is en fete to welcome thousands of visitors from all parts of the world. This simply melts away before the ancient stone facades of well remembered or long dreamed of historic landmarks. The wide avenues and grand boulevards are once again festooned with the delicate green lace of endless shade trees and the whole Parisian scene is colored with the brilliant accent of flowers and playing fountains.
