It shall be the duty ol the Clerk of the Board of Trustees to keep the minutes of the transactions of said Board in a record book provided for such purpo-e; and shall also keep an account with the Marshal of all collections made by him charging him with all such collections and crediting him with payments made to the Treasurer.
