However, due to a downturn in building permits, the anticipated funding has steadily declined, Car-michael said-He said the first year parks received $2 million, the second year $1,480,000, this year $1.23 million and next year a million or less is expected. Outdoor lighting for recreational sites suffered the most drastic cuts, being reduced from $110,250 to $45,000. Councilman Robert C. Farrell called the lighting plan extreme. "It is like saying, "There is no lighting he said.

He called the plan "severe" and akin to telling people the parks would close up at night Carmichael told Farrell lighting cutbacks began last year in response to the energy crisis. He said the department would like about $100,000 a year for the lighting program but there was no money. "Most parks don't have lights. So this program was to make them suitable," he said. "It simply means now there will be a reshuffling and slowing down of the program," Carmichael said.

Some of the cutbacks included: Allocation reduction from $135,000 to $130,000 for Culver-Slauson Park land acquisition. Echo Park land acquisition reduced allocation from $120,000 to $35,000. Light thundershowers formed during the late morning hours over portions of New Mexico and South Dakota but remained scattered and only produced small amounts of precipitation. Some moved into southern Minnesota by early Thurs day afternoon. However, partly cloudy! conditions prevailed eisewnere in im Plains and Rockies.
