At the same time, Peterson had 61,960 and Halstead 31,249. The only two of the State's nine Representatives in Congress to have primary opposition were renominated. They are Reps. August Andresen, 1st District, and Joseph P. O'Hara, 2nd District Both are Republicans.

Although she had been reelected State Auditor 11 consecutive times, she wasn't generally figured as the wanner of yesterday's primary. With Mrs. Frohmiller holding a steady lead, Gov. Dan E. Gar-vey conceded today she was the winner.

The third major candidate in the race, former Congressman Richard F. Harless, was trailing Garvey. On returns from 453 of the State's 481 precincts, Mrs. Frohmiller had 30,609 votes, Garvey 23,146 and Harless 22,033. Without Headquarters Mrs.

Frohmiller, 59, didn't have a campaign headquarters or an organized group behind her. She made only brief campaign speeches, promising economy in government. In the, 24 years she ha3 been State Auditor, Mrs. Frohmiller has become known as the "watchdog of the treasury." She continually challenged in the courts expenditures she did not consider for a public purpose. In the general election Nov.
