Wattstax The highlights of "Watts tax," a documentary centered around a seven-hour 66ul music concert, are the hilarious 'bits by black comedian Richard Pryor, vviho wasn't even in the show.

The fact that he figures prominently in the film but was not part of the concert is not surprising since about half the film, which opens today ci-tywide, has nothing to do with the concert. iThe event was staged last summer in the Coliseum and was attended by 100,000 people, nearly all of whom were black. For a dollar admission fee, they were entertained by aft impressive group of artists, including Isaac Hayes, the Staple Singers, Albert King, the Bar-Kays, Carla Thomas, Ru-fiis Thomas and Luther Ingram. All- record for Stax Records, which organized and largely financed the concert. Several organizations in Watts shared the proceeds from the concert and will receive a percentage of the film's profits.

Instead of a standard concert documentary, director and coproducer Mel Stuart has fashioned a cinematic collage of songs and chitchat. He intercuts musical performances with interviews of ghetto residents who speak from such diverse locations as restaurants, barber shops and street corners. All are champions of that haughty motto, "Black is Beautiful," and passionately convey the often neglected fact that ghetto people, too, have pride and digni- This is a fragmented, skittery film that does not have enough moments of interest and hilarity to offset the stretches of boredom that occur when an interviewee lapses into rhetoric or a singer lumbers through a number.
