In a joint statement following face-to-face talks, Carter and Italian Premier Francesco Cossiga said the Soviet invasion "constitutes a threat to peace" and is a serious roadblock to detente. But they broke ranks on including the Palestine Liberation Organization in Mideast peace talks. The leaders confirmed a commitment to strengthening the common defense of the NATO allies and called for "the earliest possible fulfillment" of the alliance's long-term defense goals. This eight-day, four-nation European trip is Carter's first extended stay away from Washington since 53 Americans were taken hostage in Iran in November. After Venice, Carter makes stops in Yugoslavia, Spain and Portugal before returning to Washington Thursday. Continued from 24th Page After the war, Soviet troops remained in Iran. Moscow set up two "independent republics" in Kurdistan and Azerbaijan in northwestern Iran. But under U.S. and British pressure, the Soviets pulled out in 1946, and the shah's troops moved quickly to liquidate the two ethnic minority governments. The crisis caused by the Soviet occupation of Azerbaijan created deep mistrust of the Soviets among Iranian politicians and inhabitants of the area. But in the early 1960s, the shah, unhappy because the Kennedy administration was pressing him to liberalize his government, altered his policy and began improving relations with the Soviet Union. He concluded the gas deal with Moscow and built a 1,200 mile pipeline to feed Irani an gas into the Soviet grid which moved some of it on to Eastern Europe. By 1977, Iran had become the Soviet Union's largest non-military trading partner in the Third World. But since the outset of revolutionary activity about two years ago, the Iranian economy has been disrupted and its Soviet trade impaired.
