Kennedy is to win the Democratic presidential nomination, he must capture more than 55 of the 2,668 convention delegates remaining to be selected. President Carter, to win, needs only 45. Similarly, on the Republican side, the odds of the delegate selection process are now distinctly with former California Gov, Ronald Reagan. Reagan, who has amassed 206 delegates thus far, or about 61 of all the Republican convention delegates chosen up to now, is strongly favored to capture all of California's 168 delegates in this state's winner-take-all GOP primary on June 3. Assuming that will happen, he needs only 42 of the remaining delegates to be chosen to secure the Republican nomination.

By contrast, Rep. John B. Anderson would need 64 of all Republican delegates still to be chosen, excluding California, to win the Republican nomination. And Vi months before the November election, it already appears too late for Anderson or some other politician, who may be dissatisfied with the way things are going, to organize an independent general -election candidacy with any real hope of success. Anderson repeated Wednesday that he has no intention of going the independent route. But even if he did, and he started right now, a spokesman conceded that the most state ballots he could hope to get on would be 33, about two-thirds of the total.

And if Anderson started a drive to obtain an independent ballot position after the Republican convention, he probably could not hope to get on more than 15 state ballots, according to political experts. Vice President Walter Mondale used Democratic delegate statistics Wednesday to argue, in effect, that it is too late for Kennedy and he ought to abandon his challenge to Carter. The vice president claimed Kennedy would have to get 60 of the remaining delegates. The Times review shows that figure to be slightly exaggerated that Kennedy would need 55.6 of the remainder. But Carter has captured 479, or 72, of the 663 Democratic delegates selected so far and as long as he con- already captured represent about 22 of the 1,666 required to nominate.

On the Republican side, with states in the South and West where he is politically strongest yet to choose their delegations, Reagan is doing far better in delegate selection than he did four years ago. In 1976, Reagan by this time had lost the key New Hampshire, Florida and Illinois primaries, to name just three he has carried big this year, and he had started out badly behind then-President Gerald R. Ford in delegates to the Republican convention. On this date in 1976, Reagan had but 54 delegates, less than 5 of the 1,130 he needed to win the GOP nomination. Today, Reagan's 206 delegates already represent better than 20 of the 998 he needs for the nomination.

In Tuesday's Illinois primary, for example, Carter got 65 of the popular vote, but he won 92 of the 179 delegates. Despite the proportional delegate selection rules that are now in force in Democratic primaries, the victors' delegate totals usually exceed their popular vote percentages. Carter is doing far better in terms of capturing delegates at this point than at the comparable stage in his successful 1976 bid for the Democratic nomination. Four years ago, after the Illinois primary, Carter had won 123 committed delegates of the 1,505 required that year to nominate, or about 8 of the total he needed.
