Palm Canyon Dr. at Via Lola Phone: 714-325-2061 SERVING FROM 4 P.M. In a POLYNESIAN SETTING A magnificent Buffet featuring complete Polynesian fare and Traditional Turkey Dinner By PAUL HENNIGER Tiimt Stiff Wrlttr With no apologies to Don Meredith, "The Party's Over for all but eight of the 28 NFL teams entering this final weekend of the regular season. Two of the teams playing today on CBS at 1 p.m. (over Channels 2 and 8) have been singing that song as badly as Meredith.

Green Bay. at 4-11. and Detroit, at 2-13, have been out of tune with the rest of the NFC's Central Division since early season. Because the NFL schedule makers set the Packers-Lions as the single telecast for CBS last April, there is no way for the network to get out of showing it today, so Lindsay Nelson and Paul Hornung will have nothing much to talk about except "playing this one for pride." NBC's 9:30 a.m. telecast today-New York Jets, 7-8, vs.

Miami, 10-5. over Channels 4 and 39 doesn't have much drama going either. The Dolphins have cinched their AFC Eastern title, making this one meaningless, too. Charlie Jones and Len Dawson will no doubt be looking ahead to next week's playoffs and analyzing Miami's chances for Super Bowl. The two games on Sunday (no doubleheader with the Rams at home), contain some suspense and a lot of ifs.

CBS's Washington, 10-5, vs. Dallas, 10-5, at 1 p.m. over Channels 2 and 8, is the day's big one, with Dallas an 8V-point pick. In the NFC East, Dallas and Washington share the lead with Philadelphia. If Dallas, having already cinched a wild-card berth because of a better overall con-fere ice record, wins, the Cowboys earn the title, even if the Eagles beat Houston Sunday.

If the Redskins win, they get the title, based on best net points in their division games. Are you still with us? Pat Summerall, Tom Brook-shier report. With CBS having the doubleheader option Sunday, it picked the Redskins-Cowboys showdown. NBC, getting second pick in this market, had scheduled the meaningless Cleveland (only the slightest chance at wild card) vs. Cincinnati, but at midweek switched to Buffalo, 7-8, vs.

Pittsburgh, 11-4, and that will air at 10 a.m. over Channels 4 and 39, with Pittsburgh a solid 13-point pick. At stake here is the AFC Central title. Both the Steelers and Oilers have at least a lock on a wild-card berth, but if they end up in a tie at 12-5, the Steelers get the title because of most points scored in division games. Should they both lose and wind up 11-5, then the Oilers take it all because of a better conference point total.

Got it? Don Criqui and John Brodie will explain. ABC has had the blessings of the schedule makers, particularly these last three Monday nights, and especially last Monday's 20-17 thriller in the Astrodome with Houston moving into a tie with Pittsburgh. And now, upcoming on the final Monday night NFL telecast, 6 p.m. over Channels 7, 3 and 10, San Diego, 11-4, hosts Denver, 10-5, in the Border City for the AFC West title. The Chargers have cinched at least a wild-card berth, but if the Broncos win and both end up at 11-5, the Broncos win the division title having then defeated the Chargers twice.

If Denver loses, they still can become a wild card if Oakland and Cleveland lost, and if phew! Enough already. We'll know Sunday night which eight proceed to the division playoffs next Sunday. UC Berkeley alumni here, who've been longing for a bowl game since 1959, finally get one today. There are no roses in the Garden State Bowl, but the Golden Bears of the Pac 10 are gladly in it. It's the first of what has now reached a total of 15 bowl games, Cal going in at 6-5, vs.

Temple's 9-2. Channel 13 carries the second annual Garden State Bowl at 10 a.m. and, thankfully, live, not on tape-delay as many of these Mizlou network originations have been. Merle Harmon, Al DeRogatis and Howard David will have a lot of action to describe, especially if Cal's Rich Campbell, No. 7 passer in the nation, and Temple's Brian Broomell, No.

2, live up to their records. Temple is a 1-point favorite. ROUNDUP: Today, NCAA Division I-AA Football Final, Lehigh (10-2) vs. Eastern Kentucky (10-2), with Bill Flemming and Frank Broyles reporting from Orlando, 10:30 a.m. (7) (3) (10) College basketball, De-Paul vs.
