However, the Legislature last year passed a bill carried by Boatwright, then chairman of the powerful Assembly Ways a and Means Committee, requiring the department to implement a voluntary program of phasing in reflectorized plates as soon as practicable. Earlier this year, Boatwright began asking the governor's office what was being done about it. The result was a two- mor department study that called for partially reflectorized plates- -a position that Boatwright has always opposed. He wants fully reflectorized plates.

On Wednesday, Brown's Deputy Legislative Secretary James Neff telephoned DMV Director Doris V. Alexis and told her that the governor's office had sided with Boatwright. Alexis told The Times she was "disappointed" by the governor's decision. Asked if politics were involved, she replied "I don't know." Alexis also said her staff would be disappointed. "I think they did a credible job of analyzing it," she said.

"They did a good job of being fair and objective."
