In two legal opinions presented by the mayor to the council in a discussion of the issue, It was held that the -state already has a Sunday closing law, and that any ordinance enacted by the council should conform to that law. Not for "Blue Such an ordinance, the legal opinions held, would be discriminatory unless they applied to all businesses and not just grocery stores and meat markets. The only exceptions under the state law, it was pointed out, are public service busi- 7 nesses necessary to the public health and safety.
