Reagan unlikely to endorse i housing aid, governor says cent of the timber land in Oregon. SALEM (AP) Gov. Vic Atiyeh said I Vic Atiyeh --J-L 1 I 1 -I' 11 -v. i'i '-I Atiyeh would not say whether Reagan will approve renegotiation, but he added, "Where the situation was pretty bleak, now there's a chance." Atiyeh said flie state got 56 cents oafle dollar after it renegotiated its contracts, but that was better than "100 percent of nothing." He said there was no way loggers could cut trees on state land at the prices tbey had bid before the housing market collapsed. He said he would rather see jobs created than the state get every last penny bid on those trees.

"I don't think there? any question, regardless of what's going to happen in the economy in the next couple of years, that they're not going to be able to cut' those $300, $400, $500 and $1,000 trees out there," Atiyeh said. "I don't think the market's going to catch up to that, and we've got to keep those sawmills staffed." there's little chance that President Reagan will endorse direct federal aid to the housing industry, but there's some hope that he will let federal officials 'renegotiate timber contracts. Atiyeh, in an interview with The Associated Press, said renegotiated contracts would give a significant boost to Oregon's wood-products industry. "There appears to be some chance of aid to the timber industry aid in the sense of renegotiation of bids, which is what we did in Oregon. don't think (it will be) the kind of thing that Rep.

Les AuCoin's bill did," Atiyeh said. AuCoin, an Oregon Democrat, introduced a bill subsidizing new-home construction. That, in turn, would have stimulated demand for Oregon wood products. Atiyeh supported AuCoin's bill, and said he was very disappointed when Reagan vetoed it. Atiyeh said renegotiating timber con- tracts on state lands produced 1,400 to 1.800 jobs in Oregon.

He said, "It stimulated that industry enough that prices went down, enough so that they could compete and get baek in the market again. "If we could do thai with 3 percent of the timberlands in Oregon, can you imagine what kind of effect it would have doing that with 57 percent of the timberlands in Oregon?" (AP) Handicapped children can get a healthy dose of self-confidence when they leave their wheelchairs behind and ride the back of a horse, says the founder of a horseback-therapy "When a kid's up on a horse and he or she's looking down it's an overwhelming feeling a sense of power, maybe for.

the first time in their lives," said Thomas Burkbolder, who founded Equest Special Riders. The group now provides horseback riding for 10 handicapped kids enrolled. Equest is funded by donations and run by volunteers. A pilot program, it began Oct and will run through the first week in December. "It's also a warm animal who needs the child," said Burkbolder, a Boeing Co.

aircraft systems instructor. "The children develop a real caring for the horse. And it helps the kids realize they're worth something." Children spend one hour, twice a week, riding horses at the Right Spot Ranch, owned by Maurice and Grace Moses in Puyallup. "I've got children and I thank God they're healthy," Burkbolder said. "I got to feeling what it must be like to live in a world that doesn't accommodate the handicapped.

We have more than 20,000 disabled people in our county." Three volunteers help each child ride a horse one on each side and another in front. The youngsters readily learn the names of the horses and volunteers. "They'll do anything to stay on the horse's back," said David Harber, an attendant at Rainier State School at Buckley, who volunteered to coordinate riding with exerciseThey'll do stretches and exercises which might even be painful for them because they don't want to stop riding." Roger and Sue Whitehouse of Enumclaw enrolled their 11-year-old son, Jessie. "It's working very well for Jessie," said Whitehouse. "It's something for him to look toward to." Jessie is developmental delayed and needs to work on muscle tone.

While he rode a horse the other day, Harber coaxed him firmly but gently. "He needs to strengthen his upper body and legs," Whitehouse said. "And he loves to stay on that horse." Children are selected for the program by a steering committee formed by Burkbolder. The committee consists of Grace Moses, Burkholder and several doctors and community activists in the field of Handicap rights Burkholder has estimated the program will cost $6,000 to operate. So far, he's been able to raise $3,000 in contributions and that, he said, includes his own money.

"We're looking for a grant of about $500,000 down the road to establish permanent facilities and a permanent program," said Burkholder. "Right now, we just take it one day at a time."
