Atlanta is $215,000 better off financially today, the first day for payment of 1921 city taxes, than it was on the same day last year, it was announced at the office of City Comptroller B. Graham West Wednesday. Only of the city's legal borrowing limit had been consumed to finance the city through the four "lean" months before tax collections begin. Water receipts, business licenses, recorder's court fines provided the bulk of running expenses through the month of April. At the city tax assessor's office Wednesday it was estimated that would be collected before May 1.1, the time limit for paying the first installment of taxes.

That sum, according to Comptroller West's estimates, will liquidate the city's present floating debt and supplement other revenue sufficiently to keep going until the next installment of taxes falls due in July. Comptroller West borrowed Wednesday to meet city and school pay rolls and April bills which fall due today, running the total of short-time loans to $75.000.
