The law prohibits local" building departments from issuing building permits to any builder who doesn't have a certificate of registration.

However, the Department of Commerce has received a large number of applications prior to July 1 which haven't yet been processed. Eppstein said certificates won't be required until the Department of Commerce reports that all applications' submitted before July 1 have been processed. To obtain the certificate, certificate will be required before we issue a permit. "But other than that, I don't think it will have much of an effect." Eppstein said the city building department now investigates any complaints it receives about building code violations. He said the Corvallis Building Department won't notify the state Builders' Board of complaints the city receives, but that home owners can obtain information on how to file'a complaint with theDepartment of Commerce from the city.

Eppstein said he receives "relatively few" complaints' about Corvallis builders. Extended Oregon forecasts Sunday through Tuesday: Western Oregon Rlsh of showers In north Sunday and Monday, lair Tuesday. Fair south through Tuesday. High 60s cost, 7515 inland. Low SO-55.

Anyone having a complaint against a home builder can file it with the board. An investigation will then be made. The City of Corvallis doesn't register all contractors, but tloes require sewer con tractors, cement finishers, plumbers and electricians to obtain city licenses before doing work in Corvallis.

This wooiy affected by the new state law, Eppstein said. He said the city could revoke these licenses for failure to comply with city codes but that this hasn't yet been done. "We haven't had any problems in this area," he said. Eppstein said he thinks the new law will have little effect in Corvallis. "We've sent a notice to all Corvallis contractors," Eppstein said.

(AP) Oregon's Legislative Interim Committee on Alcohol and Drugs considered Friday the creation of a state drug authority that would take over a(lministration of alcohol and drug laws. Among the proposals is one that marijuana possession be dropped from the criminal law.

That proposal is included in draft legislation to set up the authority. Under the draft, an alcohol and drug council set up with the authority would take control of the status of marijuana. Alcohol controls would also be substantially modified. The draft proposes: Lowering the minimum drinking age to 18. Automatically rejecting license applications not recommended by local governments.

Allowing one license for each 1,500 persons instead of each 2,000. Allowing wine with up to 21 per cent alcohol content to be sold in outlets aside from state liquor stores. And removing private clubs from license The committee was told earlier that jailing Oregonians engaged in illegal distribution of marijuana would take 35 times the entire present capacity of state corrections institutions. The figure was included in the final report of a University of Oregon team that studied marijuana use and attitudes in the state. Jailing allmsers of marijuana would take 100 times the capacity of the state institutions, the report said.

And it also concluded that about 250,000 Oregon adults have tried marijuana and some two-thirds of those still use it, spending million a year for it The report related attitudes toward marijuana to experience with marijuana, saving "74 per cent of Oregon adults who lack personal experience with marijuana reject the national commission's recommendations, whereas 84 per cent of those who have tried marijuana concur with the national commission." The commission prepared a report favoring liberalization of marijuana laws because it found the substance basically .02 .10 Jl .12 -T .12 High Low 74 50 91 65 79 61 80 56 73 50 78 61 80 54 80 47 96 57 70 58 r- 68 50 73 67 76 55 79 62 75 51 69 48 85 48 82 53 75 51 72 38 82 63 88 64 81 57 79 50 87 75 85 68 73 55 90 68 81 44 81 66 80 54 88 67 75 50 73 51 76 57 86 79 75 53 60 48 85 70 77 61 82 62 82 58 74 59 107 84 68 47 75. 55 71 47 75 52 74 57 78-60 97 68 60 54 77 65 66 50 93 58 90 70 Authorities identified the father as Edward Walker, 26, Coos Bay, a member of a local motorcycle club. The confusion of the past week was summarized.by the jif old woman selling cigarettes who asked in the beginning: "Fischer come?" Near the end it was: sf "Spassky go?" "I'm very pessimistic," Dr. Max Euwe said at 10 a.m. At noon: "It's a very delicate situation." At 7 p.m., the president of the International Chess Federation sighed: "There's hope." That was Tuesday, It could have been any day in the gar- bled prelude to what chess lovers say is the match of the century Spassky of the fi U.S.S.R.

vs. Fischer of the U.S.A. Spassky arrived early to wait for Bobby. Saying "I came to play," he philosophically accepted first postponement when Fischer didn't show. Later he demanded an apology or he wouldn't play.

At one news conference, one of Fischer's lawyers said he'd come to say he had nothing to say. Yefim Geller, Spassky' second, fielded questions with: "Kak "Gavarit po Angliski," or as you say in English, "No comment." i Then there's the a man approaching middle age with a shock of graying hair combed in careful disarray onto his forehead. He takes voluminous notes, for a magazine piece, he says. On scraps of paper he records conversations he's overheard. One final quote, from Gud- mundur Thorarinsson, presi- dent of the Icelandic Chess Federation, -who was under pressure from Fischer to' give up a share ofthe gate receipts: "I have worked for more than a year to get this match to Iceland.
