Police officers found $600 in cash and stacks of stock certificates, the accumulated fortune of a family of four bachelor brothers and four spinster sisters, in the house. Papers filed by the estate show that she was worth $292,000, None of the Easer family had married and they had shared the Munhall home as adults. Since the death, the state has tightened control over gas shutoffs. New Public Utility Commission regulations now require companies to hand-deliver termination notices. When that is not possible, field investigators are required to talk to neighbors to find out whether a shutoff would be harmful.

Allegheny County Coroner Cyril Wecht conducted an inquest and said that he had considered involuntary manslaughter charges. "I had then and I have now mixed feelings about charges," he said Thursday. "If it had been possible to pinpoint the actions of specific individuals, I would have moved for charges." Miss Easer was sent a cancellation notice Dec. 8, 1975, and an Equitable Gas collector went to her home to warn her of the pending shutoff. But she did not answer the door.

"I understand she had written the check," Walker said. "They found it when they found her body. The body was bundled in rags, a carpet and newspapers. Water pipes in her two-story dwelling had burst PITTSBURGH (vP) Sophia Easer, who froze to death last year after failing to pay a $72 gas bill, left an estate worth $292,000, Also, she left questions in the minds of her heirs. "We've never been able to figure out why the bill wasn't paid," said Louis Walker, one of six cousins who will share the elderly spinster's legacy.

"We knew she wasn't in need of anything. She certainly wasn't in poverty." Miss Easer, 82, was found dead in her suburban Munhall home Jan. 19, 1976. Equitable Gas Co, had shut off service two weeks earlier and her death brought outrage and official inquiries. "Don't be poor in Pittsburgh.

The last person reportedly interested in the stock was an Indonesian financier, Mochtar Riady. Altman would not comment when asked if Riady was involved in the current negotiations. UXJU WASHINGTON OP)-An attorney for Bert Lance said Thursday that Lance was negotiating to sell the Georgia bank stock that had figured in Lance's downfall as President Carter's budget director.

Robert Altman said Lance was involved with an "undisclosed purchaser regarding the acquisition of a significant percentage of common stock of the National Bank of Georgia at a price of $20 per share. The negotiation may result in a tender offer to other shareholders. Negotiations at this stage are not finalized, and there can be no assurance that an acquisition of stock will occur." If Lance were to get $20 a share for his stock, it would be a substantial increase over the listed price. In Thursday's over-the-counter market the Atlanta bank's stock was listed at $10.25 bid and $11.25 asked. Lance owns more than 200,000 shares of the stock.

A $20-a-share sale would help him pay off the $5 million he recently estimated that he owed. Lance's controlling interest in the bank became an albatross around his neck after he had been appointed Carter's director of the Office of Management and Budget in January. On taking the government post, he had promised to sell the stock. But the value of the stock dropped steadily throughout the year from $17 to as low as $9 a share. Lance, who had borrowed heavily to buy the stock, faced a severe loss if he sold at a depressed price.

His efforts to extend the deadline for selling the stock focused attention on his financial dealings, which included substantial overdrafts by members of his family at a Lance-controlled bank in Calhoun. Ga. Lance resigned in September, saying he had done nothing illegal but that the constant criticism of his personal affairs had made it impossible for him to function as OMB director. BAN ON SEX ACCIDENTALLY IMPOSED IN OREGON CITY FLORENCE, Ore. (UPD The city of Florence may have stumbled on the simplest and most effective way of checking population growth a ban on sexual intercourse.

An ordinance enacted by the city council this week makes it illegal to have sex "while in or in view of a public or private place." When the council enacted the ordinance, members thought they were forbidding lovemaking in public and in private places that could be seen from public places. The council didn't realize that it had ruled out sex in private until several days later. City officials said they would not enforce the new ordinance until it could be amended. It's a big order sometimes. But it's possible from the heart when we realize that God is Love, and made us to love.

Then we find suspicion and hate disappearing from our experience and can see one another kindly as God sees us.
