John Ramsey, editor of the Westmoreland BALTIMORE, THURSDAY, NOVEMBER 7, 183i. Examine both Sides. Our speculations yes terday on this precept, have brought us a corres pondent, who relates the following anecdote, which is certainly no bad illustration of our views: A few years since, two travellers met at a neat inn, in one of the beautiful villages that abound in the New England Slates. "What a beautiful sign our host has got," remarked one of the travellers. "About as ill-looking a sign as I ever eaw in my life," remarked the other.

"Why, sir, what can be more beautiful than an itiHOcent female, sitting in the shade ot an umbrageous grove, while the fowls of the air are coming down to feed out of a basket, which she holds out for their use?" "And what," replied the other interrogatively, "can be more ridiculously out of character, than a little boy riding on the back of a catamount, or a tiger, or some such outlandish beast There is nothing of nature, and of course nothing of truth in it." "I should think there is but little truth in your observation," added the former, "if you mean to state that such is the nflintinar on the sien." "I mean just that," re- joined the latter, "and a little more, for I mean to Bay that you are as destitute of eye-sight, as of good manners, when you mistake a boy and a ca- tamount for a woman and a flock of birds." "I have as clear eye-sight and as good manners as you, sir; and if you give me any more of your in solence" "And if I do, what then? Do you suppose I am afraid of you "If you are not, 1 shnll mnfe vnn nfrid of me." "I shall see to that, you insolent rascal," "Hold, gentle men," cried the landlord, rushing into the room as they were about to engage in a disgraceful fiefctt; "lean settle this difference in an instant, if yon will have the goodness to step out of doors with me. Now, gentlemen, you can perceive, at least I did, that you entered the village from op posite directions, and from the position of the sign, each could see but one side of it, or only half the evidence. On this side you may see how the birds of the air have lost all fear of each other, and of the human race; on that you can see the lion and the lamb lying down together, and the tiger so tame that a little child can lead him; and in both together a young village painter endeavored to portray the millenium. You can now see the cause of your difficulty, and the importance of examining holh sides." It is needless to add that the gentlemen were reconciled to each other, and peace and harmony restored. Our corresponding friend goes on to state, that the above occurrence he has derived much ixsnefi.t to himself, from an observance of the pre tent, and has been materially assisted by it in his speculations on men and things.

Two locomotives, w'ith trains attached, came in collision last week, on the Charleston and Augusta railroad, in conse- quence of carelessness. An individual at Kalamazoo, Michigan.informs his debtors, through the newspaper, that unless they pay him what they owe him immediately, he will make them as intimate with the sheriff as he is himself.

For the Sun. NOTES AND ANNOTATIONS ABOUT TOWN, BY PETER PARAGRAPH. How to make Nothing Something. Ne cessity, they say is the mother of Invention, but the old saw does not tell us who was Invention grand-mamma. In tracing the pedigree of that strange goddess I discover that she has had many grand mothers, but the one lrora wmcn she derives her greatest ingenuity appears to be "the Suspension of Specie Payments." No sooner is that hydra-headed progeny of trickery matured than a thousand "Necessities" are born, whirh give that binh as plentnul as mushrooms spring up after a rain, but a3 poisonous as the fun gus that sprouts from the rotten stump of the once noble oak.

Among these illegitimate bantlings ol so depraved a slock, 1 number "shin-plasters. Conceived by roguery and matured by the counterfeit of necessity, they are hatched by rogueyy, and hen the shell bursts they come forth monsters. Descending from my stilts I will show the process of incubation. A panic lays the eggs of distrust, and from them are hatched this same monster "suspension of specie payments. The brood from that is "shin-plasters, and they are hatched by the following process: Two, three or half a dozen individuals, with the intention of feathering their nests, collect together and obtain, by hocus pocus or some other legerdemain ot looby boring, a grant from that much plucked old hen, the State of Maryland, to strut through her chicken coop.

They select a snug corner, say me rny oi Baltimore, and commence work. In a lew days they generate warms of shin-plasters, as plenteous as mosquitoes from a stagnant pool; the things are pretty, too; with pictures and vignettes to please the children, and the semblance of coin in one corner, so that they who lose their specie may re member the almost forgotten appearance ot a "hp or levy." Some curiosity has been expressed to know how they can be issaed with sach facility; I will therefore detail the process. The old roosters, as I mentioned before, have obtained the privilege of being cocks of the walk. They adopt a name generally by which they hope to gull es pecially the mechanics, and open a shop. A suspension has taken place, and by ihe maneeuvering brokers and the fears ot the ignorant, all small hange is withdrawn from circulation.

Necessity they then say must produce shin-plasters. A dealer goes to the rag manufactory ihey have opened and requests them to change a ten dollar bill on a bank ot good credit. 1 ne out cock behind the counter then brings forth a sheet printed with all sorts of fancy work, and commences filling up hin-plasters ot various denominations somewhat in the following siyle: 0009003030300003000000000 Nova Mechanic Humbug- Institution. Here is the incubation of shin-plasters, and that which is nothing has become something; thing to fleece tae pooroi their earnings, and a thing lo fill ihe pockets of those who would be better serving iheir country and doing their duty to the community, were they laboring as scavengers, Instead of flooding the community with filth. New York Cattle Market. On Monday, about 700 beef cattle were in market.of which 100 were from the South. married Mrs. Wil lard, of Troy, long and favorably known to the public, as preceptress of one of the first if not the first female seminaries in the country. The parties went to reside in Boston, and there, after a residence of, we believe, a short period, they separated, and returned to their former respective places of residence. Of the causes of the disu nion, unless well informed of them, it would be unsafe to speak, lest we should incur the peril of a libel suit; for we perceive the worthy doctor has inflicted that calamity upon our cousin of the IS York Sun, for 6ome mistake caused by wrong in formation, touching the said causes "as and for which wnrsaid cousin offered to make all the atonement which the wide circulation of his paper and the surrenderof his informant could enable him to make. We wish the Sun a sale deliverance from the perils of the law; and we can assure the "good doctor," that whatever may have been the said causes, they are now in a fair way to become known to the public, and will very likely put eneugh money into the trea sury of the Sun to pay the costs of prosecution, and all that, 's named Impey, who seems to be an imp that The Sweets of Liberty.

A black runaway cares not whether he inhales the fragrance ol the air of freedom, or the stench of imprisonment, was locked up on Friday night, in the jail of this city Impey, acting on this principle, attempted to play a new game. He, taking advantage of the oppor tunity offered by the permission granted him for running about the yard, took occasion to pop beneath some brushwood that was laying near the stable, and to conceal himself beneath it. Pre viously, by means of a board, he had bent the spikes on the top of the wall so that he might have assisted himself in scaling it by means of the hooks he had thus formed. At the time for locking up the prisoners, the ingenious Impey was missed, and a search being made, he was discovered covered over with grape vines, and "'dure enough to smother a man of common sen- sibilities. He was of course secured and placed in the cells, where he will not be able to practice his scaly propensities.

Coroner's Inquest. John Wright, co roner, yesterday viewed the body of a white man, about 40 years of age, named Bernard M'Garretty, The deceased was seen near day-light, lying by the road side in Saratoga near Smallwood street, and at that time as alive. The persons ho then saw hira supposed that he was some drunken loafer, to whom a sleep, even on the cold ground, would be a benefit. A short time after, some per sons passing, made a more charitable examination of 'he case, and found that the man was dead. son who had escaped from the alms-house; and in the debilitated state caused by the deprivation of stimulus, which had become to him a second nature, and which was necessary to support his life, he had fallen dow and from the coldness of the weather had perished.

Verdict, death caused by exposure. Seriou3 Theatrical Accident. The St. Louis Gazette states that Mr. Stone, while play ing De Courcy, in the French Spy, fell at the close of the first act, in such a way as to injure himself seriously.

The injury was at first suppos ed to be mortal, but the contrary was ascertained while he lay upon the same sofa, in the green room, on which Mr. Lowe died, who accidentally killed himself in the same scene, during Celeste's engagement. The play could not, of course, pro- ceed, and the audience did themselves the credit of retiring quietly from the theatre Robberies. It should be the caution of every house holder not to let their street doors be open after dark. A number of instances have occur red lately of houses being robbed by the pilferers who prowl about, especially at this season of the year.

The last instance that we have heard of is, that a house in Market street above Eutaw was entered on Tuesday night and some cloaks, hats, carried from the passage Condrmnable Temerity. We see it stated, that for the purpose of a lest of speed against at mosnheric resistance, the chief engineer on the Great Western (Eng.) Railway, ran the engine over 28 miles of the road at the rate of more than Mfj0 miles per hour. An engagement was made 0 provide for his widow and children if he should M09e his life fcy the experiment. Sudden Death and Suicide. Mr.

Aaron Everly, of Monongalia county, went to the woods to work in the morning, in health, and was found sitting against a tree, dead, in the course of the day. Thomas Christy, of Harrison county, cut his throat in a fit of insanity, produced by in temperance. Burglary. The residence of Mrs. Hammer, living three miles from the city, sn the York road, was entered yesterday evening, whilst the fami ly were at tea, and robbed of jewelry to the amount of about 500, consisting of a gold watch, diamond rings, Gunpowder Accident.

Henry Brown, of New York, 10 years old, had two of his fingers nearly blown off by the explosion of his father's powder flask, while pouring some of the powder upon the stove hearth. The face of a younger child was also badly burned. Value of IUal and Personal Estate. From a comparison between the assessments of 1838 and 183'J, in the city and county of N. York, it uppears that the assessment of the present year amounts to $70,010,7 43, exceeding that of last year by $2,630,289 43., Incendiarism.

Henry Roue has been committed for trial, at New York, for sotting on fire the stable and barn of Lewis Naudain, on Blooming-dale road, by which a large quantity of hay and grain, together with two horses and a cow, were consumed. been very fashionable to follow the fashions; and this we hold to be as true as Aunt Nabby re mark, that "there is a great deal of human nature in man." And we think we may venture to af firm of F. Mahan's Fall and Winter Fashions, that there will be a great deal of human nature encased in garments cut after them during the present season and the coming winter. We have run our eye over a plate of these same fashions, and have been much pleased with the fashion of the garments, the execution of the engraving, the appearance of almost all the gentlemen, both of the ladies and the boy "from head to heel." But lest our fashionable friends, and the friends of fashion in general, should have any doubt of our taste in such matters, we would refer them to Tilden's, in Baltimore street, where they can have the evidence of their own eyes, and where they can see both the fashions and the publisher of them, who is now in town. What Security have We? We ask this question, because we notice that Iimothy Lald- well, President of the late Schuylkill Savings In stitution of Philadelphia, when opposed in the In solvent Court by the holders of the notes of that institution signed by him, asks a discharge from all liability, on the ground that he had lost about $50,000 by sacrifices made on real estate, in sequence cf endorsing the paperof his friend, Dr, Thomas Fitch.

The case being continued, we cannot of course know the final issue; that in view of it, the question forces itself upon us what security have we for losses by the indiscretion or knavery of Savings Institutions or individuals is suing shinplasters? If they choose to save then- friends at the expense of the public, how can the public help itself? The best and least expensive security that presents itself to our mind just now, is for the public to keep itself out of their power at least as far as possible. Southern Convention. The Macon Con vention has concluded its sittings, having adopted a report, which is said to be from the pen of General Hamilton. The scheme of the convention receives ne favor from the Charleston papers, but is on the contrary looked upon as impracticable, and injurious to the monetary affairs of the south. he views of the Mercury result in the conclu sion that it weuld change the whole system of bank operations, and would amount at last to an enormous extension of the system of credits; and that the effect would be the same on the curren cy and the safety of the banks, as extending all other credits from sixty days to six months, a sys tem under which the banks couJd not stand.

Agency of Fire. An expert burglar and ac complished villain, named William Thompson, confined in the New York city prison, attempted to obtain his freedom, on the night of Sunday lost, by setting the door of bis cell on fire. The at tempt was foiled, by the diseovery and extinguish ment ot the hre. lie is said to have been the only one that ever escaped from the Moyamensing prison, which he did by boring through the doors; and he is now indebted to the State of Pennsylvania for four years services. He will have to pay something to the State of New York, howev er, before he can discharge that.

A Long Roll. We see it stated that the Phi ladelphia North American has received from a printing office, at Hanover, N. a roll of paper, 0 feet long, printed with the spelling book on both sides, and containing eight books, of 160 pages each. The register is stated to be good, and the impression clear. It is said of this estab lishment, that the rags are taken in at one door, and stiiched books delivered at another, at the rate of some thousands of volumes per day.

A Hint. "A Sufferer" gives a hint through the Patriot, to those having umbrellas in their possession belonging to other people, to bring them home. A man that would steal an umbrella is mean enough to borrow a penny paper! and a man who would continually harrass his neighbor by borrowing a paper that he can get for a penny a day, would steal an umbrella if he could get a chance. Fatal Rail Road Accident. A laborer (name unknown) on the Harlem (N.

rail road, was run over on Monday evening last, by the locomotive and the entire train, and killed. This accident must have resulted from gross and culpable carelessness, as nothing was known of it till the discovery of the body on the return of the cars from Harlem. A Reading Community. The way buf-iness is done in New Yoik in the newspaper line, is a caution to Baltimore. They don't sponge on their neighbors by borrowing a paper they can have left at their house for a fip a week.

It is stated that the owner of Boston has challenged the owner of Wagner, to try the comparative powers of these two racers, next Spring, for a sum not less than $15,000 nor more than $30,000. If accepted, the race will most likely come off at the Kendall Course, near this city. 4i28-lm reighbor, he has uniformly suspended his judg- ment until rumor had been subjected to a cross-examination, by which means he has often been saved from the sin of unjust conclusions. He once met a young friend in a state of distraction, lie having suspended matrimonial preparations because rumor had tainted the fair lame of his intended partner. He communicated to him his own rule of conduct, and the consequence was the shedding of additional lustre on a character which before was too bright to remain unenvied; he additional result may be easily guessed. Whenever he sees an animal of his own species, whose hair has evidently been "in papers," he feels a great desire to examine the other side of his head that is, the inside to ascertain hether the contents correspond with the rich gloss of the exterior. By examining a vast number of political he says that in a large majority of cases he has discovered two sides, one of which is ex- posed to public view before, and the other after election.

These he calls profession and practice, or the candidate and the officer. There are two other things, the outside and inside of which he has examinee? the eroz-shop and the broker oTce and he emphatically declares that the out- sile of both is the safest by all odds. These r-pe- cimensof his experience, which we select from a long catalogue, we deem suthcient to snow me utility of the precept, hich we trust will be found a3 beneficial to all our lnends as to mm. In the U. S.

Circuit Court, yesterday, in the case of the United Slates vs. Sarah Troop, judg- rnent was given by consent to the amount oi $2,000. It appears that Mrs. Troop, sometime the year 1831, had become security for a Mr. Clarke, then consul at Morocco, the United States demanding from him bonds to that amount, Mr.

Clarke subsequently proved a defaulter to the amount of 1,702, and this sum, with its intereit amounting to somewhat more than the bond, the compromise was effected. The jury were then discharged until to-day at 10 o'clock. Civic Feast.
