Howard afect. Extensive Land Sale in Virginia. We learn from the Washington News that a sale of that large and valuable tract of land in Alexandria county, known as the Fairfax Tract, was1 made In the course of last week. The purchasers are an enterprising northern firm, who intend setting up a saw mill the property immediately, and in the course of the summer will erect a furnace in or near one of the cities of Washington or Alexandria. The tract contains upwards of 700 acres, and is remarkably well wooded.

COTTON MARKET FIRM. Flour, Breadstuff, Ac. The steamer Niagara was telegraphed at Boston at aa early hour yesterday morning, and at 2 o'clock in the afternoon the following dispatch reached us from our Boston correspondent Boston, Feb. 11-2 P. The steamer Niagara arrived at her wharf this morning from Liverpool, after a passage of fifteen days, bringing dates to the 27th from Liverpool, and to the 26rh from London.

The British Government has determined to meet the wishes of the people, and resolved to reduce the expenditures of the several departments of State. A rise in the funds, and a general buoyant feeling is attributable to the contemplated reform. Ireland. The judges of the Court of Queen's Bench have overruled the writs of error assigned in the cases of O'Brien and his fellow-prisoners. The Court was unanimous, and nothing is now left but a hopeless appeal to the House of Lords.

It is stated that application has been made for the requisite permission from the Lord Lieutenant of Ireland, in the cases of O'Brien and Meagher, but he declines to proceed any further, and is resolved to let them submit to their fate. France. France continues quiet, and the government seems to be in a state of transition. Mr. Bonlaz de La-meustk-e has been elected Vice President.

Extensive naval preparations are progressing on an extensive scale, supposed to be for an armed intervention in favor of the Pope. The latest dates from Paris state that public opinion has undergone preat change. The state of the funds opened the eyes of influential men, who are now opposed to France interfering with the affairs of Italy. The opinion in Pans is that France should abstain from actual intervention for or against the Pope; that it should throw no obstacles in the way of such powers as may offer men and money to the Pop. The government has put forth a decree denouncing as enemies to their country all persons deterred from voting for Constituent Assembly by Pope's protest.

Continental Affairs. The Frankfort Assembly has fairly cast the apple of discord among the Princes of Germany; and Austria, whilst recovering her rebellious provinces, has a new field of controversy opened in a threatened rivalry of Prussia and Germany for the throne of Naples. The Frankfort Assembly, on the decreed that the dignity of the head of the empire be given one German sovereign. It is believed that the next vote will declare the title of Emperor to be hereditary Austria having virtually withdrawn from the circle of central authority established at Frankfort, it thus remains for the Assembly to take the only alternative left to pave the way for a Prince of the House of Hoherheibera. Prussia remains tranquil.

Denmark has announced her intention to borrow even millions of dollars, and issue four millions of exchequer bills. Italy. The Pope demands the intervention of Austrii to reseat him in temporal power at Both Sardinia and France strongly remonstrated against the determination, as the Roman people have lost all reverence for the Pope as an ecclesiastic, no less than as a prince. The spiritual anathemas which he has hurled against them have been returned with complete contempt. The Markets.

Liverpool Market. Jau. 27. The Cotton market continues to be freely supplitd at the advanced rates noted at the sailing of the last steamer, viz: Fair Upland Mobile Orleans ld. The sales of the week amounted to 15,000 bales, 7,000 of which was on speculation.

The flour market is steady but not active.

The Senate to-day refused to take up the bill providing for a vote by the people in calling a Convention for the purpose of forming a new State Constitution. The vote on the refusal stood twenty to nineteen. Makylaxd Pssitkntiary. The Annual Report of the directors of the Maryland penitentiary, for the past year, made to the Governor, shows that for the ye-r ending Novemlier 3Uth, there were S3 prisoners roceived, So discharged by the expiration of their terras; 11 pardoned; 1 escaped, and died; leaving in confinement 2 prisoners '321 males and .17 females a decrease of 23 prisoners compared with the previous year. The expenses of the institution during the year, have exceeded the earnings of the prisoners by 91.

Of the 14 prisoners pardoned, 1 was by Gov. Pratt, 12 by Gov.Thomis, and 1 by President Polk.
