I saw a demonstration of it at NFB last week. It's the Akai CVC-150, a tiny color video camera not much bigger than the Super-8 cameras with which amateurs shoot home movies. It produces a picture of broadcast quality and it records on quarter-inch videotape similar to the tape used in audio recorders.

(The standard video tape used in TV is 2 inches wide, or eight times as large; it was developed somewhere back in the Stone Age.) But all this is only the beginning of what NFB has going for it. Responding to the currently controversial demand for more public access to TV, the program will include a "celebrity access time" at 1:50 p.m. daily. Anyone can air any gripe. "We'll give access to anyone for anything they want to 'say," says Jim Newman.

"The only exception will be that we'll have to screen out the kooks." 2 p.m. viewers will be able to call in and ask for more details on any stories that have been aired. This, in a way, is another form of public access not available on other channels. Unique Information i "We're going to provide information that's not in the other media," says Newman. "Most TV stations give a play to crime stories. It's disgraceful.

They never tell you anything about what affects you financially. "We'll be heavy on business news but not in the conventional sense. We'll be showing the viewer how it affects him, his pocketbook, his life. That's more impor-; tant than aberrations like murder." For stock market fans NFB is tied into the New York and American stock exchange computers on a 15-minute delay basis. And it will be the first TV station to tie into the Pacific Coast Stock Exchange, the nation's third lar-' gest.

The budget of the show, according to Villanueva, is "a very sensitive spot, going up all the time." The original target was "in the neighborhood of $50,000 a month" a sum which wouldn't pay the yearly salary of an anchor-. man for a network-owned station. The actual budget has gone well beyond that, but not until sometime this week will Villanueva or Anselmo know what it is. The cost of setting up the show ran to about $125,000, which included two new Norelco video cameras, a new I control room and preparation of the rented studio and office quarters in a building across Melrose Ave. from KMEX-TV itself.

1 No Content Control Commercial time will be sold on either a spot or seg-j ment sponsorship basis, but in neither case will the sponsor have any control over content. Villanueva said he hopes to sell "about 12 minutes of commercials per hour," which is a normal figure for daytime broad-casting. While the dollar figures involved are miniscule com-' pared to those of such stations as, say, KNBC or KNXT, they are substantial in terms of an innovative program with an unguessable future on a UHF station, i As Villanueva puts it, "We're making a good run at it." Stout, always the pessimist, took another View: "What can you expect in daytime, on a UHF station which ev-: erybody thinks is Spanish? And our first week-we go against John Mitchell and Watergate!" Actually, NFB is a test, a pilot program. After about one month, Anselmo plans to network the show into KFTV in Fresno. He is working on another network connection in San Diego and in a week or so he plans to file for San Fran-' Cisco's Channel 60, which is not in use now.

Then on up the coast and perhaps eventually eastward to the Atlantic. The plans are big, but so are the opportunities. You may want to tune in today, just so you can some day tell your grandchildren that you saw it all when it itarted. Tonight is pledge night on KCET.
