Port Authority Chairman Alan Sagner announced Wednesday afternoon that he had directed lawyers to appeal the decision to the U.S. Circuit Court of Appeals and "request a delay of the effectiveness of Judge Pollack's order until the circuit court has disposed of the appeal." Sagner noted that at the request of the New York congressional delegation, the General Accounting Office Tuesday had directed the responsible federal agencies to report on the Concorde's low frequency noise and resulting vibrations. "It is therefore disappointing that Judge Pollack overturned the Port Authority's action in continuing to ban the Concorde until these important further studies are completed," Sagner said in a statement.
