She likewise will be viewed unfa vorably by agricultural interests, whose wrath was evident when she served as the chief architect of Brown's farm labor law. But others who have been close to Ms. Bird say she is a "superb" criminal lawyer, with intelligence, a keen analytical mind, administrative ability and human sensitivity. They believe she will be an excellent chief justice.

She was educated at Long Island University and at UC Berkeley's Boalt Hall, where she received her law degree in 1965. After working briefly as a legislative intern in Sacramento, she served a year as a law clerk for justices of the Nevada Supreme Court. Then she joined the Santa Clara County public defender's office, where she gained extensive experience as both a trial and appellate lawyer. Ms. Bird also taught at Stanford Law School in a novel clinical education program applied to courses in criminal and consumer protection law.

She worked in Brown's 1970 campaign for secretary of state and again in his 1974 campaign for governor. When he took office as governor in early 1975, he chose her to be his secretary of agriculture and services. She was the first woman cabinet secretary in state history.
