BY GREGG KILDAY TtaMO Staff Writar i. On Friday, Theta Cable Television is dropping the original programming that it has been sending out over its Channel 3.

In place of the movie reruns, local news, sports and features that have been the mainstay of Channel 3, tte cable service plans to substitute a comparative shopping guide, an electronic print-out surveying meat and produce prices in 17 area supermarket chains. The shopping guide will be aired nightly from 5 to midnight comparative shopping guide is not a new feature of Theta. Viewers whose cable hookups allow them to receive the full range of cable channels 28 channels plus the pay-movie channel are already viewing the shopping guide on Channel C. For those cable subscribers who are attached to earlier, simpler hookups, this will be their first chance to watch the comparative costs of ground beef crawl across their television screens. explained that the decision to switch to the automated shopping guide was made because management felt that the guide would be of more interest to a greater number of viewers than the current programming. "A viewer can watch the guide for a half hour and expect to save money on his or her grocery bill," Stein Cost-Cutting Denied But, the question is, has Theta been doing some cost comparisons of its own? Stein was asked whether Theta was switching to the automated format in order to cut back on the costs of production. "No," he answered, 1 do not feel that costs were a significant factor in the decision." Stein said that no staff cutbacks are anticipated as a re-, suit and that Theta's studio facilities would be used by the the channel and byhe public access channel which carries four hours of new programming each week, once on Tuesday night and repeated again on Thursday. it is difficult to imagine a broadcasting decision I that did not take financial matters into consideration. 'Despite the continuing growth of the Theta system, spurred on by the introduction of the channel two yean ap, Theta continues to operate in the red.

78,000 homes wired for basic cable services and ajnother 35,000 plugged into the channel, Theta lost i Jji069 million in 1975, according to Richard Morris, controller for TelePrompTer half-owner with Hughes Aircraft of Theta Cable. Beginning last January, FCC regulations that had required cable systems to offer original programming were relaxed, leaving most cable systems free to jettison their own efforts at program development an effort that former Theta president John Attwood estimated, in 1974, as costing the system $750,000 a year. No matter how personnel is reassigned and facilities uti-' lized, Theta is likely to realize a few economies of its own while guiding its viewers to bargains in the supermarkets. KVST Still Silent, Awaiting Funds 1 On Dec. 24, fledgling public television station, KVST, Channel 68, went off the air a victim of financial problems and internal dissension for what was said would be a temporary period of reorganization.

However, David Tillotson, the station's legal representative in Washington, D.C., estimates that "by the fall, they are'either going to have to get the station back on the air orshow they have made substantial progress toward that Complicating the cliff-hanger is the Department of Health, Education and Welfare, which contributed funds toward the station's construction and which is likely to prod the FCC into action if KVST remains inoperable.
