One of the most imaginative small cultural projects aloft is the New Hope Inn, a theater, restaurant and art gallery at 133 Entrada Drive in Santa Monica Canyon. Peggy Webber's Rustic Canyon Players have found a new home in a building that was a hotel 65 years ago, financed by Charlie Chaplin.

Miss Webber and actor Ted Cassidy operate the center in Old English pub style. Everything is done with professional flair, including two short Irish plays, directed by Clancy Cooper, which are performed nightly at 9 in a corner of the restaurant. The plays, Lady Gregory's "Rising of the Moon" and "Bedtime Story" by Sean O'Casey, play well in these surroundings, offer-ing worthwhile theater along with a worthwhile dinner, featuring early American and old English recipes. Appealing Combination As an entertainment package, it has the virtues of being out of the ordinary and a combination that ought to appeal to nearly everyone in the market for an entertaining evening. Of the two plays, "Bedtime Story" has the edge by virtue of being a comedy and played for laughs which it roundly deserves.

Virginia Baker plays the larcenous trollop who can turn a few unladylike demands into a mayoral address. She makes him fork over some collateral that may not silence her. Noisy Dispute Their noisy row over who seduced whom flushes out the spinster landlady (Miss Webber), a portrait in pink hdfrcur-lers, and a curious neighbor (Judson Morgan).

"Rising of the Moon" is a patriotic idyll featuring excellent performances by Morgan as a home guardsman and Rainey, a fugitive rebel, disguised as a ballad singer. Morgan, ponderiftg the fate that made him a policeman instead of a revolutionary, sees through Rainey's disguise and the playlet ends on a wistful note dear to the hearts of Irish patriots. But his actress wife, Diane Cilento, said Wednesday night: "There is no hope of Sean returning to the role. He has other plans."
